Job Description
The function of a Project Accountant is to work under the direction of the Project Manager and assist them with managing and directing the progress of construction accounting processes from project initiation through project completion and close out. S/he will assist with the negotiation of job contracts, subcontracts, as required. S/he will coordinate with Public Agencies, Inspectors, Testing Agencies, in order to complete the project. The Project Accountant will work closely with the Project Engineer.

  • Bachelor’s degree is required. Accounting is preferred, other disciplines may be accepted with hiring managers approval. 
 
Reporting Relationship:
 
The Project Accountant reports to Controller
 
Authorities: 
The following are principal authorities granted to the Project Accountant:
1. Contact prospects for additional information required for bid preparation
2. Contact customers, public agencies, inspectors, etc. for additional information as required.
 
Responsibilities:
The following are principal responsibilities of the Project Accountant:
 
  1. Subcontract Change Orders (formerly Contract Revisions):
  2. Process costs associated with change
  3. Certified Payroll: Prepare statement of compliance, Monitor expiration dates
  4. Contract revision distribution
  5. Request subtier info from subcontractors
  6. Log into subcontractor payment log
  7. Log lien waivers received
  8. Calls to subtier with responses noted
  9. Monitor sub/supplier lien waiver - subtier follow-up Closeout:
  10. Affidavits of Compliance
  11. Certified Payroll Submission Insurance: Monitor expiration dates
  12. Obtain signature when returned from Sub-contractor; redistribute
  13. Create Schedule of Values (SOV) and get and/or Construction Manager approval
  14. Review Project Schedule; ie Bid Date, RFI dates, Contract Date, Completion Date, Milestone dates and plan and schedule work to be in compliance.
  15. Review of daily reports for costs accrued and activities performed.
  16. Prepare and submit monthly billings for work completed.
  17. Assembles Invoices for approval/remediation and posting with account system.
  18. Insure that all Subcontractors are in compliance with Contract Requirements.
  19. Conduct all activities in compliance with the Elite Earthworks & Engineering code of conduct.
  20. Create a positive work environment and attitude building supportive morale.
  21. Document "lessons learned" and share with other employees, as appropriate.
  22. Enforce and adhere to ethical business practices.
  23. Enforce and adhere to the codes of the company's Mission Statement.
  24. Identify any issues to superior (document if possible).
  25. Maintain clean work area and clean office as required.
  26. Organize project plan rack: confirm job number, roll plans together, label and staple tag, and store in appropriate location for project drawings
  27. Perform other duties as directed by the Project Manager.
  28. Report and correct unsafe working conditions.
  29. Create and update procedures on tasks relating to the duties of this position. 
  30. Make recommendations for process improvements.
  31. Take advantage of opportunities to promote Elite Earthworks & Engineering in order to generate interest in the company.
  32. Identify new customers or markets that may be available to Elite Earthworks & Engineering.
  33. Identify new Vendors, Suppliers, Sub-Contractors that may be available to Elite Earthworks & Engineering.
  34. Obtain lowest pricing on materials, subcontracts, and vendors to maximize company profitability.
  35. Coordinate with Dispatch and develop Database for Vendors, Suppliers, Sub-Contractors.
  36. Coordinate with Estimating and update B2W database for Vendors, Suppliers, Sub-Contractors.
 
Measures of Performance
 
The following will be used to evaluate the performance of the Project Accountant:
 
  • To the degree that s/he demonstrates team spirit, a willingness to help staff and enjoyment of the job.
  • To the degree that s/he is able to address issues forwarded by the Project Manager.
  • To the degree that s/he creates and implements methods of identifying, prioritizing, and monitoring progress on issues.
  • To the degree to which s/he performs the duties of the position as stated in the job description in an efficient, timely, and accurate manner.
