National Trail Inventory Project/Data Manager - U.S. Fish and Wildlife Service Division - One year Term Position

Position Summary:
American Conservation Experience, a Nonprofit Conservation Corps, in partnership with the U.S. Fish and Wildlife Service (USFWS), is seeking a fellow to lead the collection, assimilation, reconciliation and delivery of a variety of spatial and other information of existing trails systems at an estimated 350 stations on USFWS lands across the U.S.
The 2018-2021 USFWS Trails Inventory Program is part of an ongoing, nationwide effort to compile a comprehensive and accurate trail and trail asset database for all trails and trail assets located on Service lands. This allows the agency to make informed management and maintenance decisions regarding trail systems in the future. This is required by Title USC 23, which requires the Service and other Federal Land Management Agencies to inventory all public use transportation assets under their purview. Trails are considered part of those transportation assets.
The incumbent will be part of an interdisciplinary team charged with directing the flow of spatial and tabular data from trail reconciliation calls, to the field, and back to the USFWS for approximately 250 stations. The recipient will also be responsible for generating trail reports from the inventoried field data.

Duties and Responsibilities:
  • With guidance from experienced USFWS Transportation Staff, participate as ACE-EPIC lead for data reconciliation of current trail data working directly with the USFWS Asset Maintenance and Management System (SAMMS).
  • Work with FWS Transportation Staff to facilitate efficient progression of the trail inventory project through regions.
  • This position will conduct all necessary data processing, validation, and compiling for submission of organized and clean trail datasets to FWS Transportation Staff.
  • Schedule and Lead Trail ID calls in collaboration with FWS Regional Transportation Coordinators, HQ Transportation Staff and field stations.
  • Work collaboratively with the National Trails Logistics Coordinator to manage challenging data collection and assimilation operations and ensure that the technical needs of the field teams are met.
  • Coordinate with ACE Leadership Staff, National Trails Logistics Coordinator, Trails Team Leader, Trails Data Collection Team Members and Service Transportation Coordinators to ensure data is accurate and delivered in the desired format by previously determined deadlines.
  • Lead efforts with SAMMS and Service GIS staff to automate entering GIS and tabular data into their SAMMS to capture the financial values and the deficiencies.
  • Work collaboratively with USFWS to develop protocols used to conduct Trails Data Collection on USFWS Units.
  • Organize and conduct data collection and management training for ACE Trails staff.
  • Coordinate with Trails Team Leader to ensure that data is being collected in a consistent manner across teams and individuals. Works closely with Logistics Coordinator to ensure an efficient process is followed for communicating and scheduling inventories with RTCs and field stations.
  • Lead Internal ACE Trails Inventory calls to discuss the status of the project.
  • Operate map during Trail ID calls and digitize/edit/delete trail features with direction from station staff, HQ, and RTCs to arrive at the best approximation of trail geometry for teams to use during site visits.
  • Lead site visits for ACE, provide support and guidance related to data collection including ensuring Web maps, Web Applications, Collector and Survey123 applications are functioning properly.
  • Ensure all data, software and equipment needs are met according to FWS requests and protocols.
  • Ensure all FWS reporting needs are met to satisfy project requirements, including final reports.
  • Work collaboratively with USFWS in data wrap up, project finalization and reporting findings as required.
Minimum Qualifications:
  • This opportunity is intended for committed young professionals with background/experience in GIS, trails inventory, and management of complex spatial data. Those with a degree, background or experience in these disciplines are encouraged to apply.
  • Excellent personnel management and team interaction skills including the management of complex logistics for multiple teams at several locations simultaneously.
  • Excellent data analysis, organization, and reconciliation skills with superb attention to detail (e.g., electronic file management).
  • Skilled understanding of the technical approach to collection standards for data elements and ability to reconcile data with an eye for quality control.
  • Ability to work collaboratively with GIS and Maximo database administrators to effectively incorporate trail data elements.
  • A valid driver's license and insurable driving record. A personal vehicle is not required.  Must be 21 to operate an ACE vehicle.
  • Excellent oral and written communication skills.
  • Ability to think critically and brainstorm creative solutions. 
  • Experience and/or knowledge in the mission of the USFWS and other federal land management agencies.
  • Strong desire to enter the public service field.
  • Strong knowledge of the USFWS mission.
  • Knowledge of the system of lands and waters managed by the USFWS
  • Ability to work effectively either in an office or field setting. Proficiency in English
  • Must be able to legally work in the US
  • Valid driver's license and an insurable driving record; comfortable driving ACE/agency vehicles as needed
  • Ability to pass a federal criminal background check
  • Willing to abide by ACE's Drug Free workplace policies. ACE reserves the right to drug test at any time
 Preferred Qualifications:
  • Familiarity with programming languages such as Python, C++, and R.
  • Experience managing a complex project that requires a high degree of both flexibility and adaptability.
  • Ability to effectively navigate stressful situations with a high degree of uncertainty.
  • Proven experience with ESRI products including ArcGIS Pro, ArcGIS Online, Collector, and Survey123.
