Hazardous Waste Compliance Officer

The Idaho Department of Environmental Quality (DEQ) is hiring a hazardous waste compliance officer for our Boise Regional Office. This position will plan, coordinate, conduct, and document hazardous waste compliance inspections and implement subsequent enforcement. This position also serves as one of two environmental liaisons for the Boise office and is responsible for participating in State Communication System Hazardous Materials Incident conference calls and following up on hazardous materials incidents.
Example of Duties:
- Conduct and complete Resource Conservation and Recovery Act (RCRA) inspections and reporting within 45 days of the inspection.
- Provide compliance and technical assistance to facilities subject to RCRA.
- Provide assistance to the State Communications Hazardous Materials Incidents team and serve as an environmental liaison on behalf of DEQ's Boise offices.
- Respond to hazardous waste complaints in the Boise metropolitan area by planning, conducting, and documenting investigations and coordinating post-investigation steps with the State Office RCRA program, and other applicable programs.
- Support the public records request custodian by providing appropriate documentation before the established due date.
Minimum Qualifications:
Possession of a bachelor's degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field OR any combination of education and/or experience equivalent to a typical four (4) year bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty-four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college.
AND
At least four (4) years' experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.
OR
Possession of a master's degree in any of the above fields AND at least two (2) years' professional experience managing and implementing, or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.
Specialty Minimum Qualifications (required for this position):
- DEQ 5637 - Hazardous Waste: Considerable knowledge of the Resource Conservation Recovery Act (RCRA) hazardous waste management implementation and processes typically gained through possession of a college degree in Hydrogeology, Geology, Geophysics, Biology, Environmental Science, Chemistry, Soil Science, Chemical, Civil or Environmental Engineering, or a closely related field; OR education and experience equivalent to an undergraduate degree; AND at least two (2) years of full-time work experience in RCRA hazardous waste management, including regulatory analysis and interpretation, and hazardous waste characterization, remediation, treatment, storage and disposal; OR possession of an unrelated college degree; AND successful completion of two (2) years of environmental college-level coursework supplemented with four (4) years full-time work experience as outlined above. Education/Experience Equivalency: Successful completion of sixty (60) semester hours of study, including twenty-four (24) credited hours in a subject required for the particular degree, is equivalent to two (2) years of undergraduate education; AND/OR Each two (2) years of qualifying work experience as described on the announcement may be equivalent to one (1) year of undergraduate education. Note: Course work requirements are based on curriculum from an accredited college or university.
- DEQ 5649 - Inspections - Hazardous Waste: Good knowledge of scientific principles and industrial processes that has been gained through possession of a college degree in the Biological Sciences, Chemistry, Geology, Environmental Science, Chemical or Environmental Engineering, or a closely related field; AND two (2) years of full-time work experience conducting industrial/commercial hazardous waste inspections, including determining facility compliance with permits and hazardous waste rules and statutes, and investigating citizen complaints as a major function of the job; OR possession of an unrelated degree or a combination of education and experience equivalent to a four-year undergraduate degree; AND four (4) years of full-time experience as described above. Education/Experience Equivalency: Successful completion of sixty (60) semester hours of study, including twenty-four (24) credited hours in a subject required for the particular degree, is equivalent to two (2) years of undergraduate education; AND/OR Each two (2) years of qualifying work experience as described on the announcement may be equivalent to one (1) year of undergraduate education. Note: Course work requirements are based on a curriculum from an accredited college or university.
- DEQ 5705 - Data Management: At least (1) year of experience performing data management activities such as database development and/or maintenance, data collection, analysis, research, and tracking, developing tables, queries, forms, and reports.

Physical requirements:
- Ability to sit and work on a computer for 2-4 hours at a time
- Ability to lift 30 pounds when working with file boxes
- Some travel may be required
- Must have a valid driver's license
- Ability to climb ladders, staircases, work on uneven terrain
- Ability to lift and carry up to 30 pounds over rough terrain
- Ability to work in adverse or inclement weather
- Ability to work in extreme hot or cold temperatures both outside and inside
- Must be able to wear a respirator
- Field sites may involve working near and with drilling rigs, backhoes, trucks and other large equipment in rough terrain
- May work in vicinity of loud noise
- May be required to travel and stay overnight in remote areas
