Job Description Summary
Performs routine journey-level geographic information system work. Work involves assisting in daily activities within the Research and Distribution Center (RDC) group to organize, maintain, and expand Texas Natural Resources Information System (TNRIS) archives and access to the archives by helping to obtain, catalog, and distribute maps, aerial photographs, digital imagery, and reports to the public. Provides assistance to requests for geospatial data and data support along with maintaining and managing TNRIS data files (with a concentration historical aerial photography and historical map collections). Assists the Geographic Information System (GIS) community with digital access to TNRIS GIS data (including lidar and orthoimagery), creates custom maps and graphics using geospatial data, and facilitates the use of GIS applications. Guides and trains TNRIS interns during their tenure. Responsible for walk-in customers, RDC phone calls, and customer sales within TNRIS. Assists in the creation of reports on the usage of TNRIS printers, scanners, and copiers to the RDC team lead. Provides quarterly performance measure reports that summarize the usage and activities within the RDC group. Supports TNRIS activities for emergency management purposes as needed. Understands and provides support for each of the information programs within TNRIS and Texas Water Development Board (TWDB) divisions as required. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment. Reports to the Manager of the Strategic Mapping Department.
Essential Job Functions
  • Assists with the production of custom graphics and maps for customers.
  • Creates geospatial indexes, catalogs, and databases representing the TNRIS historical archive to improve public and internal access to the historical archives.
  • Fulfills bulk geospatial data order requests from public.
  • Creates representations of historical maps, imagery, and datasets to support TNRIS projects and website.
  • Provides data management of digital historical imagery and historical maps.
  • Assists in creating and preparing geospatial datasets for public distribution.
  • Provides data and usage support for TNRIS datasets.
  • Serves as primary staff to facilitate requests to the TNRIS Historical Aerial Imagery and Maps Archive.
  • Assists and monitors public and consultant access to the historical archive.
  • Provides support for emergency management activities as assigned.
  • Performs related work as assigned.
  • Maintains confidential and sensitive information.
  • Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency’s records retention procedures and schedule.
  • Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses.
  • May be required to operate a state or personal vehicle for business purposes.
  • Performs other duties as assigned. 
Minimum Qualifications
  • Graduation from an accredited four-year college or university with major coursework in computer science, computer information systems, geography, geographic information systems technology, management information systems, social sciences, or a related field.
  • Two years of experience with geographic information systems analysis and design work. 
  • Relevant education and experience may be substituted on a year-for-year basis.

  • Experience creating professional custom maps utilizing public datasets.
  • Experience working with TNRIS datasets.
  • Experience digitizing historical imagery datasets.

Knowledge, Skills, and Abilities (KSAs)
  • Knowledge of local, state, and federal laws and regulations relevant to TNRIS; and of the principles and practices of public administration.
  • Knowledge of geo-referencing imagery.
  • Knowledge of terminology related to geographic information systems, including legal descriptions, cartography, engineering, construction plans, aerial photography, and orthophotography.
  • Skills in decision making and problem solving.
  • Skills in building cooperative partnerships with and providing services and products to internal and external customers.
  • Skills in using Microsoft Office programs such as Word, Excel and Access.
  • Skills in use of internet, email, word processing, spreadsheet, presentation, and database software.
