Senior Tanks Policy Analyst (Operations and Policy Analyst 3)

The Oregon Department of Environmental Quality (DEQ) currently has an opening for a Senior Tanks Policy Analyst (Operations and Policy Analyst 3) in Portland, Oregon.

The Land Quality Division supports the agency's mission by managing environmental cleanups, assessing cleanup sites, promoting manufacturing and recycling of non-toxic commercial products, safely managing the disposal of solid and hazardous wastes, overseeing the state's underground storage tank and heating oil tank programs, ensuring timely response and cleanup of spills of oil and hazardous materials, and regulating safe discharge of ballast water to state waters.

What you will do!
As the Senior Tanks Policy Analyst, you will act as the program tanks policy and program development lead expert and coordinator, including lead for guidance policy, program development projects and teams, and support to program management team. You will coordinate program legislative and rulemaking activities, and lead meetings and the development of plans, grant requests, and other required EPA reports and communications. In addition, you will act as lead liaison to program regional staff, other DEQ programs, and external agencies and organizations.

What are we looking for?

  • Bachelor’s degree in a business or public administration, behavioral or social sciences, finance, political science, or a related degree, AND 4 years of professional-level evaluative, analytical, and planning work (or an equivalent combination of education and experience).
  • Experience developing policy analysis and legislative proposals, and presenting them to management, stakeholder groups, and the public to solicit input to inform decision-making.
  • Excellent verbal and written communication skills; ability to provide clear, concise, and compelling communication of policy and technical information tailored to the needs of diverse audiences.
  • Experience implementing or evaluating policies or programs specifically related to tanks.
  • Facilitation of stakeholder/public engagement experience; experience working with multiple parties with competing interests to achieve common goals.
  • Demonstrated ability to devise, develop, lead, and evaluate programs; experience working with environmental programs; demonstrated experience as a project leader.
  • Highly motivated; a willingness to take initiative; ability to work creatively to find solutions; innovative; and excellent problem solving skills involving detailed thinking for solving complex issues.
  • Excellent analytical and conceptual skills; experience developing clear and concise technical analysis to support policy decisions.
