Plan Review and Development Unit Supervisor (WMS Band 1)

The Spill Prevention, Preparedness, and Response program (SPPR) program within the Department of Ecology is looking for a collaborative and human-centered Plan Review and Development Unit Supervisor. This position will be located in our Headquarters Building in Lacey, WA.
This is an opportunity for an innovative leader to guide a high-performing team developing oil spill readiness plans that minimize damages when oil spills into Washington waters. The mission of the Spill Prevention, Preparedness, and Response (SPPR) program is to protect Washington's environment, public health, and safety through a comprehensive spill prevention, preparedness and response program. The Spill's Program's vision is to prevent, prepare for and respond aggressively to oil spills; to be our best for the State of Washington. Our Spills goals are "zero spills" and rapid, aggressive, well-coordinated response.
The Plan Review and Development Service Unit Supervisor position is classified as Washington Management Service (WMS Band 1). To learn more about the State's management classification system, please visit this link. 
Some of the key work activities for the position include:
  • Reviewing oil spill plans written by the largest oil industries in Washington (refineries, terminals, vessels, pipelines, railroads and mobile facilities).
  • Developing geographic response plans for all areas of the state.
  • Using education and outreach to local governments, communities and tribes to increase confidence in the readiness of the state.
  • Using informed observation to evaluate the efficacy of the oil spill plans through drills and exercises.
  • Ensuring that unit employees have clear expectations, priorities and objectives and have the skills, training, and tools to effectively accomplish their work.

This position is identified as a Critical Agency Employee and is expected to work during facility closures and natural disasters, including on short notice. They will also need at times to be available after-hours and on weekends to support staff that are assigned on after-hours duty rotation.

Required Qualifications:
A Bachelor's degree involving major study in an environmental, physical, or natural science, planning, business administration, education, or closely allied field, or law degree.
AND 
Four (4) years of professional experience in marine transportation, planning, environmental policy, supervising or conducting oil spill response.
OR
A Master's degree involving major study in an environmental, physical, or natural science, planning, business administration, education, or closely allied field, or a law degree.
AND
Two (2) years of professional experience in marine transportation, planning, management or emergency response.
AND
Demonstrate knowledge and expertise in planning practices, project management, understanding of environmental compliance programs; federal oil spill planning regulations; design, team/small organization leadership.

  • Budget management experience 
Special Requirements / Conditions of Employment:
  • Be able to obtain the Transportation Worker Identification Credential (TWIC) card which entails a detailed background check.
  • Hold and maintain eligibility and certification to travel to and from Canada, including passport or Enhanced Driver's License.
  • Hold and maintain a valid Washington State driver's license and be able to operate a motor vehicle.
