Senior Human Resources/Risk Analyst

Position Description

Incumbents in this classification perform a variety of advanced and complex analytical assignments, which require extensive technical knowledge, initiative, discretion, and judgment. Senior HR/Risk Analysts serve as a professional advisor in the assigned area of responsibility, and participate in the development, administration and coordination of program strategies.
Three vacancies currently exist in the Personnel Services Department. One assignment will have a primary focus on investigating harassment, EEO and discrimination complaints. The fact finding investigations require interviewing witnesses, reviewing written records, analysis of information and preparing a report of findings. The ideal candidate should possess strong investigative skills and in-depth knowledge of federal, state and local employment laws and be naturally inquisitive.
The second assignment will have a primary focus on classification and compensation, including but not limited to the development of draft job specifications; reviewing jobs to ensure correct FLSA status; conduct classification studies; participate in salary surveys, both internal and external; review salary recommendations; analyze position conversion requests; and other related duties. The ideal candidate should possess a strong background in classification or compensation.
The third assignment will have a primary focus on recruitment and examination, including but not limited to develop, administer and analyze job-related selection procedures to ensure fair employment practices; analysis of examination results; and develops, evaluates and validates selection instruments. The ideal candidate should possess a strong background in public sector recruitment methods and practices.
May supervise and provide lead direction to staff.
This is an unclassified position in which the incumbent serves at the will of the Department Director.

The Requirements
The ideal candidate will possess the following education and experience:

- Graduation from an accredited college or university with a Bachelor's Degree in Public Administration, Business Administration, Personnel Management, Industrial Relations, or closely related field;

AND

- Three years of progressively responsible professional personnel experience or two years of experience as a Human Resources Analyst or Risk Analyst with the City of Fresno. Additional qualifying experience may be substituted for the education on a year-for-year basis, up to a maximum of two years.

The successful candidates must possess solid written and verbal communication skills, and be knowledgeable in the application of various federal, state and local personnel and employment laws in the particular subject matter areas in which we are recruiting. 

Knowledge of municipal personnel processes is desired.
