Tax Compliance Supervisor

Key Roles
The Payroll and Tax Compliance Supervisor serves in two distinct capacities (1) Oversees, guides, motivates and directs the activities of the Payroll Team to ensure the accurate, timely, and confidential completion of the bi-weekly payroll in accordance with applicable regulations and EKPC policy and (2) Oversees the overall tax function of the Cooperative, ensuring compliance with all tax regulations, including the preparation and filing of all required tax returns, and minimizing, to the extent possible, the company's tax liability. This position serves as the subject matter expert in all areas of payroll and related taxes, along with all other areas of federal, state, and local taxes that currently affect or could affect the Cooperative. This position is also responsible for researching tax issues, new legislation, and proposed transactions and advising of potential tax consequences.   

Key Responsibilities
  • Sets the payroll calendar for the organization and ensures accurate and timely completion of payroll, related deposits, and tax filings. 
  • Functions as the subject matter expert in the areas of payroll, payroll tax compliance, and reporting and serves as the escalation point to resolve payroll issues.
  • Responsible for ensuring labor, benefits, deductions, and related accruals are properly recorded in the general ledger in accordance with GAAP and RUS.
  • Responsible for identifying, designing, and implementing process improvements for assigned area upon Controller approval.
  • Responsible for related PeopleSoft module(s), ensuring the integrity of data, proper security access for modules, and upgrades are properly implemented and functioning as designed. 
  • Provides supervision, review of work product, and coaching of direct reports as it relates to performance and developmental goals and appraises their performance throughout the year.
  • Ensures sufficient resources and training are available to enable staff to adequately perform the work assigned to the group.
  • Serves as the subject matter expert in all other areas of federal, state, and local taxes that currently affect or could affect the Cooperative, including but not limited to 85/15 exempt status test, IRS Forms 990 and 990-T, federal excise taxes, property taxes, sales and use tax, and new and expanded industry sales tax exemptions.
  • Interprets and communicates tax information throughout the Cooperative and develops processes and procedures as needed to ensure tax compliance.
  • Researches tax issues, new legislation, and proposed transactions and advises of potential tax consequences.
  • Responsible for ensuring the completeness and accuracy of all tax related filings and serves as the point of contact for any third party tax audits.
  • Assists in the annual budgeting for payroll and various taxes.
  • Performs other duties as assigned.

Key Requirements
Education:
  • Minimum of a Bachelor’s degree in Accounting, CPA preferred. An equivalent combination of education and experience may substitute.
Experience
  • Seven (7) years of related experience. A minimum of three (3) years’ experience working in a leadership capacity is preferred.
Skills and Abilities
  • Complete Supervisory Training Program within two (2) years and attend on-going Learning for Leaders training. 
  • Thorough knowledge of federal and state rules and regulations as they relate to payroll, payroll taxes, exempt filings, sales and use tax, property taxes and other taxes that affect the Cooperative.
  • Working knowledge of accounting principles and financial statements.
  • Knowledge of FERC or RUS system of accounts preferred.
  • Strong supervisory and leadership ability required.
  • Strong analytical, research, and problem solving skills required.
  • Strong written and verbal communication skills required.
  • Knowledge of PeopleSoft or other payroll systems preferred.

Conditions of Employment
  • Usual office conditions apply to this position with occasional lifting up to twenty (20) lbs.
  • Must maintain valid driver’s license.
  • Requires occasional in-state and out-of-state travel, some of which may be overnight.
  • Must wear personal protective equipment as applicable.
