The Air Quality Program (AQP) is looking to fill a Program Budget Manager (WMS Band 2) position. The position will be located in our Headquarters Building in Lacey, WA.
The Program Budget Manager position is responsible for the ongoing operational management of the program’s budget. This includes coordinating budget activities within the program, and ensuring budget planning is integrated with program and agency strategic planning and performance measurement.
We are looking for applicants who have strong oral and written communication skills, who can communicate complex information to diverse audiences including executive management, legislators, staff and the public. Experience using Washington State budget and accounting systems and tools is ideal. We are also looking for candidates who have strong people skills with the ability to build and nurture collaborative teams that are highly functioning.

Agency Mission: Ecology's mission is to protect, preserve and enhance Washington's environment and to promote the wise management of our air, land and water for the benefit of current and future generations.
Program Mission: To protect and improve air quality in Washington. The Air Quality Program's vision is clean, healthy air for all of Washington. This position contributes to Ecology’s and the Air Quality Program’s missions by providing accurate, useful information and analysis for sound decision making, and maximizing use of resources while staying within budget.
Some of the key work activities of the Program Budget Manager position are:
  • Manages and monitors approximately $200 million budget for the Air Quality Program’s unique activities, including projecting and tracking revenue and expenditure trends, preparing and recommending budget/funding addition and reduction options, and provide managers with accurate financial data on a regular basis.
  • Designs a long-range strategic budget plan that: anticipates and identifies financial problems, creates solutions, and has a contingency element built in.
  • Assists and advises the Air Quality Program Manager, Ecology’s Chief Financial Officer and other decision makers on agency and state budgetary and accounting issues. 
  • Serves as the fiscal note manager for the Air Quality Program, including developing short-term and long-term estimates for the financial impact of proposed legislation. 
  • Manages four professional technical staff who track expenditures and allotments, implement and administer grant programs, and administer contracts and receivable agreements.
This position has direct decision-making authority on budget requests (strategic and detailed), budget allotments, allotment adjustments, expenditure plans, expenditures, and other financial and planning actions. The position brings important, politically sensitive or controversial issues to the Air Quality Program Manager and/or the Ecology Chief Financial Officer with well-crafted and thought out recommendations. Often this position will need to coordinate with management, policy experts and other budget staff. 
This position provides the opportunity to be a state and national leader in an area that protects Washington’s public health, environment and way of life. This position will be able to provide leadership and coordination on major budgetary and policy issues related to air quality in Washington.
This position is overtime exempt. However, the incumbent is expected to be flexible in willingness to adjust work schedule and work additional hours as needed to meet business demands and deadlines.
This position requires infrequent travel which may include traveling to various meetings around the state, Pacific Northwest, and US. Occasional overnight travel may be necessary to attend conferences or meetings both in and out of state.

Required Qualifications:
A Bachelor's degree in accounting, finance, economics, statistics, business, public administration or closely allied field.
AND
Three years of professional experience in public sector budget management, fiscal management, accounting or related work. 
AND
Knowledge and proficiency with computers including spreadsheets, database, word-processing and accounting or related work.
Desired Qualifications
  • Five years of experience in Washington State Agency budget management.
  • Experience using Washington State budget and accounting systems and tools.
