The Nuclear Waste Program (NWP) is looking to hire a Program Budget Manager (WMS Band 2). The position will be located in either our Richland Field Office in Richland, WA, or in our Headquarters Building in Lacey, WA.
The Program Budget Manager position actively manages the Nuclear Waste Program’s budget and finances and is a part of the planning and budget team that includes the program planner and is the lead for the budget portion of this team. The position is backup for the program planner for program workload and resource planning, program contracting, performance measurement, and program process improvement. The result is Ecology’s finances are soundly managed and Ecology managers, the Governor, Office of Financial Management, State Auditor, and the Legislature have confidence in Ecology’s financial management and financial information, and use that information to make crucial decisions affecting the environment. This position also serves as the NWP’s Legislative contact to support any Agency or Program legislative policy projects, attends routine agency legislative status meetings, and functions as NWP point of contact for any legislative inquiries from the Government Relations office.

  • Must be able to exercise a professionally sound level of expertise in financial management and state budgeting.

  • Applicants who have strong oral and written communication skills, who can communicate complex information to diverse audiences including executive management, legislators, staff and the public. Experience using Washington State budget and accounting systems and tools is ideal.

Agency Mission: Ecology's mission is to protect, preserve and enhance Washington's environment and to promote the wise management of our air, land and water for the benefit of current and future generations.
Program Mission: The Nuclear Waste Program's (NWP) mission is to lead the effective and efficient cleanup of the U.S. Department of Energy's Hanford Site, ensure sound management of mixed hazardous wastes in Washington, and protect the state's air, water, and land at and adjacent to the Hanford site. 
The NWP is responsible for regulating the cleanup of the Hanford Nuclear reservation and regulating treatment, storage, and disposal of radioactive mixed wastes Statewide. The agency’s Financial Services Division is responsible for assuring sound financial management and to provide centralized financial support in budget, accounting, contracts, purchasing, and inventory. 
 Key aspects of the Program Budget Manager position are: 
  • This position manages and monitors approximately $28 million operating and $8 million capital budget for the Nuclear Waste Program. 
  • This position projects trends in revenues and expenditures: prepares and recommends budget addition and reduction options and funding strategies for executive management. 
  • This position serves as fund manager for the Radioactive Mixed Waste, Site Closure and Perpetual Surveillance accounts and fiscal note manager for the program and as such makes recommendations and decisions that have critical impact on the program and the agency and on their customers and stakeholders. 
  • This position has direct decision-making authority on budget requests, budget allotments, allotment adjustments, expenditure plans, expenditures, and other financial and planning actions. This position must decide if funding is available for expenses and activities, and if expenses and activities are eligible and appropriate for funding and provide decision outcomes to the Deputy Manager and Program Manager. 
  • This position also serves as the NWP legislative contact to support any Agency or Program Legislative policy projects, attends routine agency legislative status meetings, and functions as NWP point of contact for any legislative inquiries from the Government Relations office.
 Interesting aspects of the position:
  • This position gets to work closely with two dynamic teams 1) the Nuclear Waste Program and serves on their management team and 2) the agency’s Financial Services Division.
  • This position provides the opportunity to be a state and national leader in an area that protects Washington’s public health, environment and way of life. This position will be able to provide leadership and coordination on major budgetary issues related to nuclear waste in Washington.
  • The successful candidate will need to travel based on their location at least quarterly when we resume normal operation in the office either the Richland Field Office or Headquarters in Lacey WA to build strong relationships with both these teams. 
Please Note: The position will be located in either our Richland Field Office in Richland, WA, or in our Headquarters Building in Lacey, WA - which is dependent on where the finalist for the position resides. Many of our employees are currently teleworking. Once we return to the office, this position will be expected to be based out of one of those offices and will travel to the other office at least on a quarterly basis.

Required Qualifications:
A Bachelor’s degree in accounting, finance, business, public administration, economics, statistics, or a related field 
AND 
Three (3) years of experience in public sector budget management, fiscal management, accounting, or related work. Knowledge and proficiency with computers, including spreadsheet, database, word processing, and PowerPoint programs. 
Desired Qualifications:
  • Five (5) years of experience in Washington State Agency budget management.
  • Experience using Washington State budget and accounting systems and tools.
Special Requirements/Conditions of Employment:
  • The ability to obtain a U.S. Department of Energy Hanford site security badge.
  • The Nuclear Waste Program Budget Manager is required to maintain significant physical presence in both Headquarters in Lacey, WA and the Richland Field Office in Richland, WA. Therefore, travel for this position is required frequently during each quarter.
  • Headquarters functions include those associated with interaction with agency budget, fiscal, performance, and process improvement staff. Richland functions include those associated with program budget management, program planning, performance measurement, program process improvement, and interaction with Program Management, Leadership, and staff at all levels.
