Solid Waste Director
Onslow County is seeking a customer service focused Solid Waste Director to lead the Solid Waste Department.  This department provides the efficient use of a sanitary landfill to further the County's efforts in developing the current and future solid waste disposal-resource recovery system. The program conserves natural resources, reduces the volume of non-recoverable waste, and disposes of nearly 600 tons of waste per day in an environmentally sound manner. The next Solid Waste Director possesses outstanding leadership skills to identify, hire and promote talent, evaluate and create standards of performance with stakeholder input, hold staff accountable for excellence and create metrics for assessing success in serving Onslow County citizens.   
The Community:
Onslow County is famous for its charming beach communities and temperate weather.  The County also serves as home to Marine Corps Base Camp Lejuene and New River Air Station.  Additionally, there are six municipalities within the county, the largest being the City of Jacksonville, which serves as the County seat.  Onslow County has a population of nearly 200,000 residents and encompasses an area of 767 square miles.

 Organization Overview:
Onslow County has a commissioner/manager form of government. The seven members of the Board of Commissioners are elected at large on a partisan basis and serve staggered terms. The County is regarded as a fiscally responsible and well-managed government. Approximately 1,250 Employees serve the citizens of Onslow County across 27 departments. The County government provides services ranging from animal control to zoning, and support for quality public education, working with an elected Board of Education and appointed school superintendent. 
Position Responsibilities
Department and Position Overview:
The Onslow County Solid Waste Department provides the citizens and business community a fully lined Subtitle D landfill and Land Clearing and Inert Debris landfill, and recycling services to meet the long-term waste disposal needs for Onslow County. The department operates 5 full- time convenience sites and 6 mobile convenience sites to serve the County. 
Reporting to County Administration, the Solid Waste Director oversees service delivery of a 24/7/365-day department with 27 employees, and an enterprise fund budget of $6M. The Solid Waste Department provides for an environmentally safe location in which to dispose of solid waste debris and recyclables generated within the County. Critical competencies for this position are outstanding project management, an excellent track record of delivering customer service, effective problem solving and a leadership approach that both motivates and inspires excellence among employees. Technical expertise in a large solid waste operation with a landfill is essential. Experience with evaluating and implementing technical solutions to address solid waste needs and services is key.
Qualifications
The Successful Candidate:
  • effectively maintains and cultivates a talented and motivated workforce through development and management of staff talent that is located throughout the County
  • has a thorough knowledge of solid waste regulations and maintains excellent relations with regulator;
  • has experience in equipment and fleet management, including equipment acquisition as well as setting up maintenance and replacement systems
  • has a history of an outstanding safety record with excellent risk management skills
  • collaborates with other departments, contractors, consultants, and regional partners to ensure that County needs are met on a day to day basis and during times of emergency such as weather events
  • can relate to individuals of all backgrounds and educational levels
  • possesses excellent skills in interpersonal and written communications, strategic planning, finance and budget development, administration and intergovernmental relations
  • will perform tasks related to position and assigned functions as a Disaster Ready Team (DRT) member.
Education, Experience, and Special Requirements
Qualifications and Compensation:
A Bachelors degree with coursework in environmental science, engineering, solid waste management, public administration or related field AND five or more years of progressive experience in the management of landfill and solid waste operations, OR the equivalent combination of education and experience is required.  SWANA Landfill Manager certification or ability to obtain this certification within a negotiated time frame is required.   
The selected candidate will be required to maintain a driver’s license valid in the state of North Carolina and must also maintain residency with Onslow County.  
The hiring range for this position is between $67,651.78 and $87,948.74. Salary will be determined based on the successful candidate’s experience and education.
