Planner

Performs intermediate professional work conducting short, medium and long-range land use and development planning activities including comprehensive planning, development proposal review and land use regulation implementation, and related work as apparent or assigned. Work is performed under the limited supervision of the Planning and Development Director.

  • Develops and manages plans and land use development regulations; conducts research and recommends strategies on planning, land use and zoning studies including amendments to policies, official regulations, comprehensive planning elements.
  • Assists the public in understanding and applying plans and regulations.
  • Researches files, records, field investigations and deeds; prepares technical property research reports and other documents.
  • Supervises and directs work of department interns.
  • Coordinates ongoing review of approved conditional use permits, subdivision plats, associated improvement agreements, letters of credit and conditional rezoning agreements.
  • Assists in administration and enforcement of adopted regulations; reviews applications for permits for conformance to the regulations and issues appropriate permits and certifications; performs required field inspections; pursues enforcement steps as outlined in the administrative procedures for citing county infractions.
  • Receives and responds to citizen complaints and reports from other agencies and departments on alleged violations of regulations and ordinances enforced by the department; conducts investigations and provides recommendations for resolution.
  • Implements and enforces E911 addressing requirements, including overseeing residential marker and street sign orders; follows up with field verification of sign installations and concerns; serves as the primary contact for sign contractor(s); assigns E911 addresses for new construction and notifies appropriate parties of address issues.
  • Reviews floodplain development permit applications for conformance to the adopted regulations; performs necessary inspections and actions on the applications.
  • Reviews, researches, analyzes and presents development proposals, including subdivision plats, rezonings, county development plan amendments, right-of-way vacations, zoning permits, conditional use permits, variances, waivers and street name changes; makes recommendations with regard to applicable regulations; develops staff reports, map exhibits, PowerPoint presentations and various correspondences to applicants.
  • Provides planning and analytical support including technical assistance, special project management and assistance in GIS applications.
  • Acts as technical support staff to the Planning and Zoning Commission, Board of Adjustment and Board of Supervisors on matters pertaining to planning and development and attends all required meetings.
  • Carries out special assignments; manages grant funds; interprets data and develops reports.
  • Performs ongoing website maintenance.
  • Assists in coordinating development matters among county, and other jurisdictional units, including researching, analyzing and presenting special studies; conducts fringe area and interpreting such plans once implemented.

Qualifications:
Bachelor's degree in planning, or related field and moderate experience working in planning, or equivalent combination of education and experience. Resume, Cover Letter and References are required.
