The Department of Ecology's Information Technology Services Office (ITSO) is currently looking for an IT professional to join our team as the Enterprise Infrastructure Unit Manager (IT Manager, System Administration). In this role, your mission will be to contribute to strategic and tactical planning in the areas of systems design, implementation and operations of cloud based and on premises compute, network and storage infrastructure, cloud services and advanced telephony. By applying sound judgement, technical expertise, and management practices, you will ensure development, implementation, maintenance and optimization of essential systems and processes necessary to fulfill the Agency's mission-critical business goals. 
This position will be located in our Headquarters Building in Lacey, WA.  
 
As a senior level manager within the Infrastructure and Operations section of the Information Technology Services Office, you will ensure the resilience, availability and reliable operation of a large, diverse technical environment that supports a variety of IT and business systems and services . In addition, you will help support the infrastructure requirements of the entire agency across multiple sites throughout the state and including a large application development environment that includes development, testing and production operations. 
We are looking for applicants who have a combined background in setting expectations and can guide skilled technical staff in successfully achieving objectives while also influencing and collaborating with other technical managers and key agency stakeholders.
This is a critical and demanding role that calls for an innovative, resourceful leader, as the systems and services your teams support are relied upon daily by over 1,700 employees based in 7 locations statewide.
Although an Information Technology Bachelor's Degree, five years of recent IT supervision, and the ability to lead and collaborate with a diverse group of IT and business professionals are expected, we are very interested in your successful experience in these areas: 
  • Design and planning of new or emergent technologies, especially in cloud services, computer hardware, virtual desktop infrastructure, mobile and remote work platforms, automated systems monitoring and management, Artificial Intelligence/Machine Learning and IT security 
  • Infrastructure capacity planning, procurement, budgeting, and implementation 
  • System metrics indicating the health and performance of infrastructure components and systems
  • Coaching and counseling for optimal team performance 
  • IT technologies including datacenter operations, telecommunications network function, architectures and operation; converged server, networking and storage solutions; public and private Cloud infrastructures and services including platform as a service (PaaS), software as a service (SaaS) or infrastructure as a service (laaS); as well as enterprise-class on-premise, distributed and cloud storage infrastructures 
  • System management standards and operational methods, disaster recovery, business continuity, organization and project management

Duties
 

Agency Mission: Ecology's mission is to protect, preserve and enhance Washington's environment and to promote the wise management of our air, land and water for the benefit of current and future generations.
 
Program Mission: The Information Technology Services Office (ITSO) is the central provider of strategic and tactical support for the use of Information Technology (IT) within Ecology. The mission of ITSO is to create and support useful technology services that adapt for the future and support Ecology's mission.
 
Section Mission: ITSO’s Infrastructure and Operations (INO) section delivers and operates the technologies and services that enable Ecology staff to perform and improve their work and deliver innovative services to the residents of the State of Washington. INO extends the ITSO mission in the following ways:
  • Be responsible and accountable for the delivery and operation of reliable technologies and services that make the everyday work of Ecology staff easier. Our goal is to deliver an Exceptional Customer Experience.
  • Improve our processes, increase our efficiency, and raise the quality of our service.
  1. Be proactive; plan and execute. 
  2. Be clear about what it is the customer needs and deliver on that need to the best of our ability. 
  3. Monitor and measure our progress and use that information to improve our processes. 
  4. Make informed, fact-based decisions.
This position manages the work of 11 technical staff across 4 teams that comprise the Enterprise Infrastructure Operations unit.
 
 Some of the key work activities of the Enterprise Infrastructure Manager position include:
  • Manages, supervises, and controls the on-going activities of the staff assigned to the Enterprise Infrastructure Unit.
  • Provides technical and organizational leadership for enterprise wide infrastructure based services.
  • Advises agency technology stakeholders and management on technology platform and internal technology service delivery.
  • Leads and directs staff engagement about technology strategic objectives, projects, and opportunities for improvement.
  • Performs project management and coordination.
Essential Functions:
  • Leadership and development of a diverse and highly skilled team.
  • Developing, building, and sustaining strong working relationships and partnerships with ITSO customers.
  • Developing effective, efficient, and rigorous processes and methodologies to include systems monitoring and reporting.
  • Recruiting, hiring, mentoring and developing of the team.
  • Developing IT plans at tactical levels and then following through on execution of the plans.
  • Developing system and organizational roadmaps that ensure business and service continuity.
  • Collaborating and working with other ITSO groups while providing key inputs and guidance for the overall management of ITSO.

Qualifications
Required Qualifications:

There are multiple ways to qualify for this position. See options below:

Option 1:
 
A Bachelor’s degree in an Information Technology program or closely related field; AND five (5) years (full-time equivalent) of professional experience in one or more of the following IT disciplines: consultation, systems development, systems analysis, database management, technical support troubleshooting, project management, or server management.
 
 Option 2:
 
 An Associate’s degree or higher in an Information Technology program or a closely related field; AND seven (7) years (full-time equivalent) of professional experience in one or more of the following IT disciplines: consultation, systems development, systems analysis, database management, technical support troubleshooting, project management, or server management.
  
 Option 3:
 Nine (9) years (full-time equivalent) of professional experience in one or more of the following IT disciplines: consultation, systems development, systems analysis, database management, technical support troubleshooting, project management, or server management.


Desired Qualifications:

  • A Bachelor’s degree with focus on computer science, or project management, or system administration. At least two of the years of experience should be within the last 4 years. 
  • Experience supervising, leading, mentoring IT professionals in team and individual capacity.
  • At least one (1) year of recent experience as an IT Manager or Team Supervisor, which may be attained concurrently with experience listed in minimum qualifications.
  • Design and planning of new or emergent technologies, especially in cloud services, computer hardware, virtual desktop infrastructure, mobile and remote work platforms, automated systems monitoring and management, Artificial Intelligence/Machine Learning and IT security 
  • Infrastructure capacity planning, procurement, budgeting, and implementation
