This position provides financial and regrants management services to the portfolio of grants and contracts that are implemented by Wisconsin Voices with some support to other related donor agreements and budgets. This position will also provide similar services to awards and contracts managed by other partners. This position is responsible for ensuring effective and timely administration of donor agreements and sub-agreements through the award life cycle; developing an understanding of donor requirements and expectations for the agreement; ensuring compliance; and coordinating with program staff, and others throughout and within partner organizations as appropriate.

The Finance and Regrants Manager (FRGM) is responsible for the initial preparation / review, negotiation, due diligence, monitoring and modifications of donor agreements (i.e., regrants) as well as the submission of regular reports in collaboration with Data Manager and Grant writer. In addition, the Finance and Regrant Manager is charged with closing out prime and sub-agreements. The FRGM is responsible for monitoring financial reports and expenditures of current grants and contracts, and identifying trends associated with over/under expenditure and making recommendations to resolve these.

In addition, the Finance and Regrants Manager will work with Co-Directors on Fundraising & Marketing, to develop budgets for new opportunities ensuring adequate cost recovery, accuracy, reasonableness prior to submission to the donor. The FRGM will coordinate closely with the Co-Executive Director of Fundraising and Development to address potential exceptions imposed by the donor, and to ensure consistency in agreement administration and support sharing the workload when possible and appropriate.

Duties and Responsibilities
  • In collaboration with the Co-Executive Director’s prepare agency wide budget.
  • Develops and maintain fiscal policies, procedures and practices relating to the management of all accounting functions.
  • Plans and assesses financial internal controls by understanding organization objectives, structure, policies, processes, and any external regulations.
  • Work with fiscal auditors as they request information for the independent audit. Make necessary changes based on audit findings.
  • Program monitoring and reporting, financial management and reporting key tasks.
  • Protects operations by keeping financial information confidential.
  • Provide weekly financial statement to the Co-Executive Director’s.
  • Responsible for assessing current re-granting process and make changes to help streamline the process for our partners.
  • Responsible for all issuance of re-grants, reports and financials.
  • Point of contact for assigned awards and coordination.
  • Perform other duties as assigned.

Qualifications:
  • Bachelor’s degree in Finance and Accounting, but any relevant discipline, science, business, social sciences, social development, international management, public health will be accepted or 3 to 5 years’ experience working in the field of finance and regranting management.
  • Experience managing US Government and private grants/contracts administration and/or other bilateral/multilateral donor funding, private corporate, private foundations.

Salary and Benefits:
Salary is $60,762 – $70,765 (based on experience). Competitive benefit package to include health, dental, vision, 401K.
