LOCATION: Green Bay Campus
STANDARD HOURS: 37.5 hours per week Monday-Friday 8:00 – 4:30 p.m. Flexibility to work other hours as needed.
MINIMUM STARTING SALARY*: $24.55/hour
*Current benefit eligible employees will be placed within the pay range based on their current rate/range.

POSITION SUMMARY
This role is accountable for ensuring that contracts/purchase orders for all goods and services are managed to safeguard the legal interests, missions, vision, and values of the college. The Purchasing Specialist manages complex purchasing projects by setting goals and timelines, assessing resources needed, collaborating with key players, overseeing project budgets, assigning tasks to others as necessary and identifying potential risks/issues. employ the use of purchasing best practices to render best value purchase decisions based on technical, financial, and legal considerations Manages e-Procurement, procurement card, contract, and public construction processes.

Essential Functions Statement(s)
  • Maintain knowledge of rules affecting purchases and provide information about these rules to staff and vendors.
  • Negotiate and manage contracts, leases, and other legal documents for the college.
  • Administer and maintain software systems used in procurement and distribution department.
  • Develop and administer college’s purchasing card program.
  • Conduct comprehensive market research on products and market conditions to determine qualified suppliers and assess supplier capabilities.
  • Solicit, tabulate, and analyze bids and proposals, including public construction for accuracy and compliance to specifications and applicable laws and regulations. Facilitate meetings with staff to evaluate and to make award decisions.
  • Maintain performance metrics for all procurement activities.
  • Direct work of work study students.
  • Serve as liaison with suppliers for faculty and staff to manage supplier performance for service, quality and cost and investigating and resolving conflicts
  • Create and provide training to college staff in the use of purchasing administration systems and procurement policies.
  • Assists in the developing various operational policies and procedures within the framework of state purchasing rules and regulations
  • Manage college vehicle inventory.

SKILLS & ABILITIES
Education: Associate Degree in Supply Chain Management, Business or related field.
Experience: Minimum of 3 years of progressive purchasing experience.
**An equivalent combination of education and work experience may be considered.
 
Computer Skills
Microsoft Office Suite, Experience with data base management systems (PeopleSoft preferred), contract management software, e-Procurement software or other similar systems.
 
Certificates & Licenses
Public Purchasing certification and/or completion of public purchasing courses preferred.
 
Other Requirements
Must hold a valid driver’s license and be insurable under the District’s standard insurance policy terms.
