Montlake Project Assistant Business Manager (TE4)

The Opportunity
WSDOT is currently seeking an Assistant Business Manager with leadership experience to support high profile construction projects: SR 520 Montlake Project and the SR 520/I-5 Express Lane Connection. This role will support and contribute to the SR 520 Construction Program and WSDOT’s mission through the oversight and administration of business related functions associated with the Montlake Project and other projects by ensuring that the Contract, WSDOT, and 520 Program policies and requirements are being met as it relates to project documentation, expenditures, risk management, materials quality verification and reporting for the Project. This position will also lead a team of up to nine (9) supporting staff members. The ideal candidate is an effective communicator with a background in engineering and management to take on this rewarding role.
 

 What to Expect
 
Among the varied range of responsibilities held within this role, the Assistant Business Manager will:
  • Supervises and manages the Montlake Project business group as it relates to the construction contract. This responsibility includes ensuring that the staff has the resources and training needed to complete their assignments. It also includes that contractor payments and project documentation is completed in accordance with the contract requirements and meets WSDOT policies.
  • Provide support and mentoring for the office engineering staff of the SR 520/I-5 Express Lane Connection Project
  • Oversee and process contractor payments, EEO/non-discrimination requirements, minimum wage requirements, and other requirements related to construction contract administration.
  • Oversee the process for Quality Verification (QV) audits of the Design-Builder’s QA/QC processes and procedures for the SR 520 Montlake Design-Build Project, as well as QA/QV testing of materials. If assigned responsibility for a bid-build project, may also be responsible for the Quality Assurance (QA) of materials. 
  • As a member of the organization's management team, will assist in the guidance, direction, coordination, and monitoring of WSDOT and consultant staff.
  •  In the Business Manager's absence or as delegated, serve as the point of contact for project delivery issues.
 
Qualifications
To be considered for this opportunity, the following are required:
  • One year experience as a Transportation Engineer 3 or equivalent such as a Bridge Engineer 3 or Transportation Planning Specialist 3.
  • Understanding of program management and project control & reporting.
  • Knowledge of principle management skills; departmental goals and objectives; strong technical engineering skills in project development and construction administration.
  • Knowledge of engineering practices and principles with an emphasis on construction, and knowledge of State, Federal and local regulations. Familiarity with laws and regulations related to the delivery of transportation projects.
  • Excellent written and verbal communication skills.
  • Innovative leadership and management skills and experience.
  • Valid Driver's License.
 
It is preferred that qualified candidates also have: 
  • Minimum one year experience as an office engineer with a background in contract administration related to contractor payments, minimum wage requirements, and EEO/nondiscrimination requirements. 
  • Experience on design-build projects.
  • Experience working on large, complex highway and bridge projects.
  • Demonstrated proficiency in the use of computers applications such as CAPS, CCIS, TRAINS, L&I’s Prevailing Wage Intent & Affidavits (PWIA) System, EquipmentWatch, WSDOT’s Diversity Management and Compliance System (DMCS/B2Gnow), CATS, SAM. 
 
Important Notes 
  • The salary listed for this position includes a legislative approved 5% premium for workers in King County.
  • Due to the COVID-19 restrictions, this position may be remote in a telework capacity full-time. Once the restrictions are lifted, WSDOT supports a flexible work schedule with partial telework opportunities, depending on business needs and prior supervisor approval.
