HR Tech I

HUMAN RESOURCES TECH I
Pay Range: $19.29- $27.17

NATURE OF WORK

This is clerical, fiscal, and customer relations work of some variety and complexity. This position reports to the Director of Human Resources but receives work direction from the Director of Parks and Recreation for all Parks/Recreation matters. 

EXAMPLES OF WORK PERFORMED

ESSENTIAL DUTIES: The following duties are illustrative only and are not intended to be all inclusive:

Assists the Director in the recruitment, screening, testing, documentation and orientation processes for applicants and new employees. Performs reference checks, maintains I-9 records, and completes E-Verify.
 
Assists in administering the drug testing and required documentation. Assists with employee Health Risk Assessments, and employee immunizations.
 
Assists in the development of appropriate written, oral, and/or performance examination programs; participates in the administration and scoring of examinations and the establishment of eligibility lists.
 
Schedules interviews between prospective employees and managers in the process of filling vacancies. 
 
May be asked to process payroll for the Parks and Recreation department; may prepare wage data for payroll of hourly and salaried employees in various departments.          
                                                                                                                           
Types letters, memoranda, reports, requisitions, lists, forms, schedules, and other materials, working from rough drafts, verbal instructions, or established procedures; operates adding machines, photocopying machines, and miscellaneous office equipment.
 
Maintains a filing system and personnel records; enters data into a computer; processes and maintains personnel information; maintains budgetary account information. Processes requisitions for materials and equipment; completes material reports. Sorts and files a variety of information alphabetically, numerically, chronologically, or by other established classification.
 
Assists with additional Human Resources tasks as needed.
 
Assists the Parks and Recreation Department with facility rentals and program registration, serves as a support/back-up for the Parks and Recreation Sr. Office Associate.
 
Attends and represents the city at community well city meetings and activities.
 
May attends trainings, workshops, conferences and meetings. Performs related work as required and other duties as assigned.
 
 
DESIRABLE KNOWLEDGE, ABILITIES AND SKILLS
 
Ability to develop knowledge of the practices and procedures, policies, and ordinances of city government and municipal utilities; of the functions, organization structure, and authority of municipal government, and of its several departments and related governmental jurisdictions.
 
In depth knowledge of the principles, practices, and procedures utilized in recruitment, selection, examining, affirmative action, training, classification, labor relations, salary administration and the regulations surrounding those functions
 
Ability to understand and follow Employee handbook, union contracts, and HR laws and to communicate them to applicants, employees, managers, and the general public; to establish and maintain effective working relationships with public officials, administrators, employees, and applicants. 
 
Ability to maintain the highest level of confidentiality.
 
Ability to communicate effectively, both orally and in writing; in a friendly, polite, and professional manner.
 
Ability to collect, compile, and analyze information and data; to operate a computer as may be required.
 
Strong analytical and problem-solving skills.
 
Ability to work independently and as part of a team. 
 
Ability to manage multiple tasks/projects simultaneously. Excellent time management skills.
 
Strong proficiency with Microsoft Office Suite, ability to learn new software systems. 
 
Ability to carry out, without direct supervision, continuing assignments requiring the organization of materials and the preparation of reports; to work independently and to develop solutions to problems.
 
Considerable knowledge of business English, spelling, arithmetic, punctuation, filing and grammar, and possession of a good vocabulary.
 
Ability to deal with the public and other employees courteously and tactfully while dealing with tense emotional issues and to convey concise and accurate explanations of policies, procedures, and requirements.

QUALIFICATIONS

Graduation from community college with associate’s degree including coursework in human resources management, psychology, business or related subjects; experience in working in a human resources area/function or an equivalent combination of training and experience that provides the following knowledge, ability, and skills.
 
MINIMUM QUALIFICATIONS
 
Associate degree in human resources or related field.
At least two years of experience in working in a human resources area/function preferred. 
Prior experience with recruiting and onboarding.
Must have thorough knowledge of Human Resources principles and laws. 
SHRM or HRCI certification preferred.
An equivalent combination of training and experience that provides the above knowledge, ability, and skills.
 
WORKING CONDITIONS

Work is performed in an indoor office setting with normal conditions of heat, humidity, or dust; and involves considerable public contact and occasionally responds to emergency situations. Completes tasks such as reading and reviewing reports, papers, and other documents. The position involves intermittently sitting (approximately 75% of the time), walking (15%) and standing (10%). The position requires the ability to reach, balance, bend, stoop, squat, kneel, crouch, walk, push, and pull up to 25% of the time. Work requires a high degree of manual skill, the ability to hear, focus on close work, and the use of hands and fingers. Interaction with co-workers and the public is an everyday occurrence.
 
EQUIPMENT OPERATION

The ability to properly operate or use the following equipment is necessary for this position: telephone system, computer terminal and associated software, fax machine, photocopy machine, typewriter, calculator, and other office equipment.
