Inventory Logistics and Trade Compliance Analyst

Position Summary:

The Inventory Logistics and Trade Compliance Analyst (ILTCA) position is responsible for inventory management, customs compliance and international trade activities required to import or export raw material, components, consumables, samples, and finished goods in a compliant manner. The ILTCA is responsible for the processing, monitoring, and analyzing; and giving accurate reporting of an organization’s inventory level with a focus on minimizing costs, while maintaining product availability at the right amount and supply needed. They follow established guidelines to create, administer, and analyze and report on all cycle counts and physical inventory of the organization.  They will provide regulatory compliance guidance and overall support in the establishment and maintenance of internal controls related to Contec Americas inventory, customs compliance and international trade program.  These activities include but are not limited to Harmonized Tariff Schedule (HTS) number determination, identifying applicable government agency requirements, review and use of proper valuation methods, country of origin analysis, free trade agreement qualification and solicitation, customs special programs, export regulatory requirements, as well as manage the company's inventory control activities to ensure the efficient and economical shipment and utilization of facilities for storing and distributing raw materials and finished products.  This position will act as subject matter expert for all customs and trade issues involving regulatory oversight and optimization of logistics activities to ensure on-time delivery of raw materials at the most economical transportation delivery method. They will work closely with domestic and international freight forwarders and shipping vendors as well as other functions and departments within the organization such as Supply Chain, Finance, Engineering, Operations, and Sales to ensure reasonable care is demonstrated in all areas.

 

Key responsibilities:


  • Enhances product workflow by analyzing and developing logistics plans that affect production, distribution, and inventory.
  • Creates and reviews procedures for distribution and inventory management to maximize customer satisfaction and minimize cost.
  • Ensures rational distribution and delivery according to analysis report and tracking records.
  • Maintain databases of logistics information.
  • Interpret data on logistics elements, such as availability, maintainability, reliability, supply chain management, strategic sourcing or distribution, supplier management, or transportation.
  • Provide ongoing analyses in areas such as transportation costs, parts procurement, back orders, or delivery processes.
  • Prepare reports on logistics performance measures.
  • Confer with logistics management teams to determine ways to optimize service levels, maintain supply-chain efficiency, or minimize cost.
  • Remotely monitor the flow of vehicles or inventory, using Web-based logistics information systems to track vehicles or containers.
  • Track product flow from origin to final delivery.
  • Recommend improvements to existing or planned logistics processes.
  • Enter logistics-related data into databases.
  • Develop or maintain models for logistics uses, such as cost estimating or demand forecasting.
  • Review procedures, such as distribution or inventory management, to ensure maximum efficiency or minimum cost.
  • Apply analytic methods or tools to understand, predict, or control logistics operations or processes.
  • Monitor inventory transactions at warehouse facilities to assess receiving, storage, shipping, or inventory integrity.
  • Analyze logistics data, using methods such as data mining, data modeling, or cost or benefit analysis.
  • Maintain logistics records in accordance with corporate policies.
  • Compute reporting metrics, such as on-time delivery rates, order fulfillment rates, or inventory turns.
  • Write or revise standard operating procedures for logistics processes.
  • Monitor industry standards, trends, or practices to identify developments in logistics planning or execution.
  • Identify opportunities for inventory reductions.
  • Develop or maintain freight rate databases for use by supply chain departments to determine the most economical modes of transportation.
  • Manage systems to ensure that pricing structures adequately reflect logistics costing.
  • Communicate with or monitor service providers, such as ocean carriers, air freight forwarders, global consolidators, customs brokers, or trucking companies.
  • Manage periodic and special inventories; accounts for inventory variances
  • Develop, implement and maintain programs, policies, and procedures to ensure site-wide compliance with regulations and corporate policy
  • Responsible for the daily export transaction tasks
  • Interface with freight forwarders, US customs officers, customs brokers, internal and external customers on all matters pertaining to customs and import and export regulations
  • Coordinate complex export-controlled shipments from multiple shipping points to global locations
  • Obtain export licenses from the Department of Commerce as required
  • Provide relevant product information to internal teams to support HTS classifications, Export Control Classification (ECCN) and country of origin information
  • Manage import/export record-keeping process in compliance with guidelines set forth by regulations and Contec policy
  • Manage processes for license determination and access to export-controlled technology
  • Ensure that proposed transactions are appropriately screened for Denied Person and Entities, restricted end-uses, anti-boycott language, diversion, etc.
  • Conducts internal audit and assessment of business activities for adherence to import/export procedures throughout the business life cycle, including early-stage review of new products and classification/characterization of commodities through final delivery to customer
  • Monitors, measures, and reports Key Performance Indicators (KPI) on adherence to regulations and procedures
  • Evaluate new government requirements to ensure import and export compliance with changes and incorporation into day to day operations and standard operating procedures
  • Identifies and analyzes causes of international and domestic compliance issues and gaps and generate recommendations to management
  • Provide training on various compliance topics to individuals and functional groups
  • Partner with cross-functional teams, including Legal, Logistics, Supply Chain, Sales, IT, and Engineering to develop and execute defined procedures
  • Manage special projects as assigned

 

Education and Experience


  • Associates degree required with minimum of 3 years of relevant experience in import and/or export logistics roles.  Bachelor’s degree in business or related discipline with at least 2 years export/import or logistics experience or relevant combination of education and experience is preferred.
  • 2-3 years experience working within Oracle NetSuite preferred.
  • Solid knowledge of US Customs Harmonized Tariff Schedule, Government Agency Import/Export regulations (i.e. CBP, Census, EAR, FTSR, CFR 15, CFR 19, OFAC, ITAR)
  • Ability to work within teams and independently with minimal supervision
  • Detail oriented with the ability to multitask, prioritize and be adaptable
  • Solid communication (written and verbal) and organizational skills
  • Ability to interface professionally with all levels and functions of the organization
  • Ability to collaborate with internal and external stakeholders in order to implement GTC initiatives across cross-functional departments
  • Applies a sense of urgency to resolve problems and supports root-cause analysis
  • Highly self-motivated and self-directed
  • Ability to apply judgment and discretion

Language Skills:

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public.

 

Mathematical Skills:

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference and volume. Ability to apply concepts of basic algebra and geometry.                                               

Reasoning Ability:

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

 

Computer Skills:

Prior Enterprise Resource Planning (ERP) software experience, preferably Oracle Netsuite. Advanced Excel skills required.
