The City of Port Arthur is located 91 miles east of Houston, along Interstate 10 on the beautiful Port Arthur Bayou, in Jefferson County, Texas. With an estimated population of 50,074, the City’s economy, unique history, diverse community and thriving regional growth are key factors in the role it plays in the petroleum and cargo shipping industries. The Utilities Operations Department is one of the fourteen (14) major departments in the City. With an annual operational budget of $9.46 million and a 9.8 million annual capital improvement fund, supported by the dedicated service of 120 (FTE’s), in seven (7) divisions. Under the general direction of the City Manager, the Director of Utilities Operations is a member of the City’s Leadership Team, provides leadership and direction in the development and implementation of short- and long-range plans and collaborates with other departments to develop and implement work plans for the Utility Operations Department that aligns with the goals, priorities and service delivery objectives of the City. 
 
A Bachelor’s degree and a minimum of ten (10) years directly related professional experience in a similar, or larger size organization, leading a Water Utilities unit, division or department, with a minimum of seven (7) years in a leadership or management role delivering similar services, is required. A Master’s degree and possession of a Texas Registered Professional Engineer’s license is preferred. Additional information is available in the recruitment brochure.
 
The City of Port Arthur offers a comprehensive total reward package, which includes a base salary range of $114,257 - $126,698 DOQ/E, plus excellent benefits.
