IT Application Developer - Journey

The Environmental Systems Support (ESS) Unit within the Information Technology Services Office (ITSO) at our Headquarters building in Lacey, WA is currently looking to fill a permanent Application Developer (Application Developer-Journey) position. ESS is a cross-functional team of 14 professionals who are dedicated to providing advanced software applications to support the agency's scientists, engineers, inspectors, and policy makers. We work extremely close with our internal and external customers to rapidly respond to their business needs, ensuring that the solutions we provide effectively contribute to Ecology achieving its mission.
 
In this role, you will work in a supportive and professional environment with fantastic people who are passionate about the environment, understand the importance of work-life balance, and are focused on continual improvement and learning. You will contribute to diverse projects, working with varying customers using the Microsoft development stack and agile methodologies to tackle some of today's most challenging and exciting IT fields, such as Big Data, mobile field data collection, telemetry, data quality assurance, data discovery and search, and integration of disparate data and analytics to create business intelligence. Your work will directly support the creation of new science and policy that is focused on making measurable improvements in Washington State’s environment.

We are looking for candidates who possess strong communication skills, domain knowledge, and experience working in a supportive team-oriented environment, with mentorship and collaboration competencies. Applicants must have proven proficiency with software application development as it relates to modernizing legacy applications, integrating with Commercial Off-The-Shelf (COTS) software, Extract Transform and Load (ETL) experience using SQL Server Integration Services (SSIS), and building on Model View Controller (MVC) architecture.

During Healthy Washington Roadmap to Recovery, employees are working a combination of in-office and/or telework based on position and business need. Ecology is maintaining less than maximum building occupancy, and requiring masks, health screening questions before entry, and social distancing.

Duties
This position is funded by the Environmental Assessment Program (EAP), one of ten environmental programs in the Department of Ecology. EAP is charged with monitoring Washington's environmental quality, focusing on marine water (Puget Sound and coastal waters), rivers and streams, groundwater, and marine and freshwater sediments, as well as providing scientific consulting to other Agency programs. EAP monitors for many types of pollutants including toxic contaminants. EAP also runs a large environmental laboratory (Manchester Environmental Laboratory in Manchester, WA) and a laboratory accreditation office that accredits labs throughout the state.
 
Some of the key activities for the Application Developer position are:

  • As a journey-level Microsoft application developer in the Environmental Systems Support (ESS) Unit, independently design, develop, maintain, and enhance complex environmental information management systems and applications supporting the Environmental Assessment Program, as well as, integrations with other internal and external data systems. 
  • Design, develop, implement, and manage various complex environmental data models and business objects. 
  • Independently gather end-user requirements and design complex computer systems to best meet business needs. 
  • Mentors an entry level application developer in environmental software development best practices and oversee their work. 
  • Maintain up-to-date knowledge of current technologies ensuring the ESS Unit has awareness and opportunity to implement best practices related to environmental data management and application development. 
 
Position-specific projects and responsibilities:

  • Work as part of the team that supports the Environmental Assessment Program’s (EAP) prioritized application development efforts. The currently prioritized Monitoring Program Automation (MPA) project roadmap represents the foundation for environmental monitoring planning, field execution, mobile data collection, and data management for the Freshwater Information Network (FIN). MPA is being developed in-house and is key to the Environmental Assessment Program’s scientific work. MPA allows users to plan field collection events, capture environmental data on mobile field forms with offline support (Progressive Web App), manage data, and efficiently make that information available to the public. 
 
  • Maintain legacy applications and integration of Custom Off-The-Shelf (COTS) software solutions that support the Stream Hydrology Unit and the state-wide monitoring network of stream flow. 
 
  • Drive data analysis efforts by working collaboratively with power users and scientists to ensure environmental data are available and accurate to effectively turn data into information.

Qualifications


Required Qualifications:

Four (4) years of all recent professional experience gained in the last 8 years in computer application development and maintenance of systems. Experience includes, but not limited to, analyzing, designing, implementing, maintaining and/or programming software applications.
 
 OR 
  
Bachelor’s degree or higher in Computer Science, Information Technology (IT) or closely related field and one (1) year professional experience gained in the last three (3) years in the requirements listed above.
 
 OR 
 
Associates degree in Computer Science, IT or closely related field; OR completion of a two (2) year accredited vocational training program in IT or related program and two (2) years of professional experience gained in the last four (4) years in the requirements listed above.
 
 
*Education or accredited vocational training in IT or related program will substitute year for year for experience for up to three (3) of the required four (4) years of experience.

Desired Qualifications:

  • A Bachelor’s degree with focus on programming/software engineering.
  • Four (4) or more years of information technology experience programming web-based software applications or developing information systems architecture using Microsoft development technologies such as C#/ASP.Net, SQL Server, and HTML5/JavaScript for applications.
  • Professional experience implementing Persistent Web Applications (PWA) utilizing Service Workers and IndexedDB.
  • Professional experience using T-SQL to manipulate and manage large datasets (Big Data).
  • Professional experience with SQL Server Integration Services (SSIS). 
  • Professional experience programming, modernizing, maintaining and/or support work for moderate risk, accessible web-based software applications, and databases. 
  • Professional experience transferring complex end-user requirements into technology solutions centered primarily on Microsoft technologies.
  • Professional experience coaching and/or mentoring application developers.
  • Ability and interest working collaboratively and communicating respectfully with a team composed of technical and business-oriented members.
