CDC Public Health Analysis (Evaluation and Data Science) Fellowship

CDC Office and Location: A research opportunity is currently available in the Division of Scientific Education and Professional Development (DSEPD), Center for Surveillance, Epidemiology and Laboratory Science (CSELS) at the Centers for Disease Control and Prevention (CDC) in Atlanta, Georgia.
As the nation’s health protection agency, the CDC saves lives and protects people from health threats. DSEPD has a lead role in public health workforce development. DSEPD is committed to advancing the public health workforce through leadership, evidence-based programs, and partnerships to achieve the vision of a public health workforce prepared to meet emerging and future challenges. DSEPD manages several fellowships, internships, and training programs designed to provide a variety of disciplines the opportunity to work and learn in public health programs both at CDC and in health agencies across the country and abroad. DSEPD also provides expertise in developing and delivering training across CDC and hosts various platforms for continuing education and professional development, which are accessible to public health professionals worldwide.
The DSEPD Policy, Partnerships and Recruitment Office works to advance DSEPD science and programs by providing leadership in policy, partnerships, and recruitment.
Research Project: The selected participant will train under the DSEPD Associate Director for Policy, Partnerships, and Recruitment to plan, design, build, implement, and evaluate a data management platform to store, organize, track, share, sync (SharePoint, Zoom, Handshake, eFMS, etc.), search, and manage content, with version and access controls and auto populate customizable reports with data visualization capabilities to report on impact and demonstrate the value added to the DSEPD Policy, Partnerships, and Recruitment office.
Learning Objectives: This hands-on experience will involve collaborating closely with staff from the DSEPD evaluation, communication, and data analysis units. COVID-19 highlighted the importance of a capable and nimble public health workforce. This fellowship offers the unique opportunity to make a significant impact on public health workforce development while enhancing the fellow’s technical (data management, visualization, analysis, translation) and practical (problem-solving, communication, collaboration) skills. Below are additional descriptive details of the specific activities the participant will gain experience and expertise in during the fellowship:
- Collaborate to analyze data needs (place to collect policy, legislative, and issues management data) and evaluate existing data collection tools to recommend the best platform to use to collate all data sources (eFMS, Handshake, Zoom, CSELS SharePoint Partnership Portal, FiscalNote, Congressional Quarterly) into one platform.
- Collaborate to design, develop, and implement a single data collection system (e.g. SharePoint) leveraging existing systems as much as possible.
- Collaborate to conduct collect, enter, and organize data using the best possible methods into the new data collection system (e.g. SharePoint).
- Collaborate to conduct data entry, extraction, and use the database to respond to data inquires.
- Collaborate to analyze, interpret, extract, and evaluate data collected by designing and implementing data visualization tools to automatically display the data and pull reports (e.g. PowerBI).
- Collaborate to monitor the implementation of the annual office evaluation plan to include engaging stakeholders, program description, evaluation design, gathering evidence, justifying conclusions and documenting lessons learned.
- Collaborate to develop resources and tools to support others to ensure the efficiency, accuracy and use of the new data management system and troubleshoot data-related problems (e.g. SharePoint).
- Collaborate to protect and control data in the system by implementing quality control procedures and guidelines to protect from security breaches and data losses.
- Collaborate to ensure adherence to policies and procedures for effective data management and for data sharing with upper management, external stakeholders etc.
- Other policy, partnership, and recruitment data collect, analysis, and evaluation opportunities as they arise.

Anticipated Appointment Start Date: September 2021. Start date is flexible and will depend on a variety of factors.
Appointment Length: The appointment will initially be for one year, but may be renewed upon recommendation of CDC and is contingent on the availability of funds.
Level of Participation: The appointment is full-time.
Participant Stipend: The participant will receive a monthly stipend commensurate with educational level and experience.
Citizenship Requirements: This opportunity is available to U.S. citizens and Lawful Permanent Residents (LPR) only.
ORISE Information: This program, administered by ORAU through its contract with the U.S. Department of Energy (DOE) to manage the Oak Ridge Institute for Science and Education (ORISE), was established through an interagency agreement between DOE and CDC. Participants do not become employees of CDC, DOE or the program administrator, and there are no employment-related benefits. Proof of health insurance is required for participation in this program. Health insurance can be obtained through ORISE.

Qualifications
The qualified candidate should have received a master's degree in one of the relevant fields. Degree must have been received within the past five years.
Preferred skills:
- Experience with program evaluation, including developing evaluation plans, evaluation questions and indicators, and logic models
- Experience or knowledge related to data analysis, data interpretation, and data visualization
- Experience working in a collaborative team environment.
- Experience developing written and oral communication products (reports, abstracts, presentations).
- Experience displaying excellent interpersonal and customer service skills.
- Experience with data visualization software (Power BI, Tableau, R), dashboards, and report generation.
- Demonstrated skills with Microsoft Office (e.g., Outlook, Excel, Word, PowerPoint, PowerBI) and project management tools
- Experience with data administration and management functions (collection, analysis, distribution etc.).
- Familiarity with modern database and information system technologies.
- Experience successfully managing data projects including meeting milestones and multiple deadlines simultaneously.
- Experience with professional skills including trustworthiness, dependability, initiative, problem solving, analytics, and results oriented.
