Aquatics Unit Supervisor

In this role you will be supervising, leading and coaching highly effective environmental professionals in cleaning up contaminated sites with in-water/sediment cleanup components such as the Lower Duwamish Waterway Project, Bellingham Bay Project and other in-water and upland cleanup projects to protect the people and the environment of Washington State for the future. You will gain experience working with the public, local governments and agencies.

The Toxics Cleanup Program (TCP) is looking to fill an Aquatics Unit Supervisor  (WMS 1) position. This position will be in our Northwest Regional Office (NWRO) located in Shoreline, WA.  To learn more about the state's management classification system, please visit this link.

Duties

Accidental spills of dangerous materials and past business practices have contaminated land and water throughout the state. The Toxics Cleanup Program (TCP) works to remedy these situations, which range from cleaning up contamination from leaking underground storage tanks, to large, complex projects requiring engineering solutions. Our mission is to get and keep contaminants out of the environment.

In Washington state, we've identified over 13,000 contaminated sites in need of cleanup and oversight by our professional teams. Over 7,000 of those sites have been cleaned up, and 200 to 300 new sites are reported every year. Most of these sites are large and complex, with multiple sources of contamination. Many of these complex sites have multiple sources of contamination in soil and groundwater. Most contaminated sites in Washington are handled by our Toxics Cleanup Program and are cleaned up under Washington’s environmental cleanup law, the Model Toxics Control Act (MTCA). Property owners may clean-up sites independently or under Ecology supervision. Ecology can also clean-up sites. The successful professional selected for this position will become an essential member of our amazing team.

In this position you’ll be an essential member of our amazing team, responsible for leading technical experts who are reviewing and evaluating the cleanup of contaminated sites by overseeing the investigation and cleanup of complex contaminated sites. . This team will provide expert opinions and direction to improve plans, provides technical assistance, guidance, oversight and approval on professional hydrogeological analysis on contaminated cleanup sites. As technical experts, the Aquatics Unit team will review regulatory and technical documents for completeness and apply professional experience and project management skills and provide final professional hydrogeology, engineering and leading edge science for the review and approval of associated groundwater modeling, engineering designs, plans, and specifications.
 
Under the TCP NWRO Section Manager, the Aquatics Unit Supervisor  position:

  • Plans, leads, organizes, coordinates and guides the work performed by the organization to conduct upland and in-water cleanup of pollution.
  • Assures appropriate and optimum use of the organization's resources and enhances the effectiveness of communications throughout the organization.
  • Maintains the highest standards of personal/professional and ethical conduct and supports the state's goals for a diverse workforce.
  • As a member of the section management team, coordinates with staff, supervisors and section manager on the prioritization of section work and the allocation and sharing of section resources
  • Conducts required and appropriate development and performance evaluations.
  • Provides staff mentoring, training, and consultation on environmental issues and project management on a section wide basis.
  • Conducts site cleanup under the MTCA and SMS as directed by the section manager and provides recommended courses of action.

Qualifications

Required Qualifications

A Bachelor's degree involving major study in an environmental, physical, or natural science, engineering, planning, business administration, education, or closely allied field.
 
AND
 
Four (4) years of professional experience in environmental analysis, control, planning, or community outreach which includes one year of experience as an Environmental Specialist 3, Environmental Planner 2, Hydrogeologist 2, Environmental Engineer 2, Community Outreach/Environmental Education Specialist 3 equivalent or higher.
 
A graduate degree in one of the above fields will substitute for two years of experience except for the specifically identified experience.
 
One year of experience as a supervisor.

Initial 40-hour hazardous materials training followed by annual 8-hour refresher training.
