Human Resources Director

The Village of Niles is seeking an energetic and motivated candidate for the full-time position of Human Resources Director. This position oversees all operations of the Human Resources Department including new software implementation for the H.R. Department, process improvement, union negotiations, compensation studies, discipline, investigations, and policy development. This position is assisted with a dedicated HR Generalist and Administration/HR Generalist.
 
In exchange for outstanding skills, the Village of Niles is offering a salary range of $91,872.55 to $128,621.58. Essential Job Functions Include:
·        Develop policies, procedures and process improvements;
·        Manage employee relations, including but not limited to internal investigations, disciplinary procedures, and assist in resolving difficult and sensitive inquiries within Village departments as directed by the Deputy Village Manager;
·        Serve as primary contact for plan vendors and third party administrators; and identify potentially hazardous situations and recommends preventative/corrective action;
·        Oversee contract renewals with vendors and insurance underwriters for the Village’s health, prescription drug, life, dental, vision, excess insurance plans, and occupational health providers;
·        Coordinate oversight of human resources software implementation and maintenance;
·        Serve as leader of the management team for all union negotiations and manage union relations;
·        Oversee the Village merit-based performance system and succession planning;
·        Conduct full time employee recruitment and assist as needed with part-time employee selection;
·        Serve as resource by identifying trends, policies, legislation, or regulations that impact the Village;
·        Monitor H.R. metrics;
·        Oversee government reports and notices in compliance with laws, rules and other regulations related to the Human Resources function;
·        Assist with internal customer service and inquiries as it relates to Village personnel policies, benefits, procedures for employees, retirees or job applicants;
·        Assist with open enrollment and insurance and benefit programs as needed;
·        Assist with salary and benefit surveys and maintains compensation administration;
·        Conduct annual Occupational Safety and Health Administration (OSHA) reporting;
·        Create and monitor annual Human Resources budget.
 
Qualifications and Conditions:
·        Requires a Bachelor’s Degree in Human Resources, Business Administration, or related field;
·        Five (5) years’ experience performing professional or technical work in Human Resources;
·        At least two (2) years supervisory experience;
·        Preference for public sector H.R. experience including union negotiations;
·        Or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
