Our Solid Waste Management (SWM) program is looking to hire a SWM Section Manager (WMS Band 2) position. The Solid Waste Program is at an interesting and challenging time with management of discarded material, plastic packaging, and other recyclable products. In this position, you will be involved in helping to develop policy, legislation, and regulation to improve Washington State’s solid waste system by responsibly managing solid waste and recyclable materials. New programs may include policy around product producer responsibility programs, product bans, removing plastic and plastic debris from the environment, and improving Washington’s recycling system by removing contamination and selling reusable recycling material. The SWM Section Manager position will be involved in helping create Washington’s circular economy.

During Healthy Washington Roadmap to Recovery, employees are working a combination of in-office and/or telework based on position and business need. This position is expected to work in the office up to 3 days a week. Ecology is following current state guidance regarding building occupancy, mask requirements, health screening questions before entry, and social distancing.

Duties


 
Washington State is a national leader in solid waste management, recycling, and producer responsibility programs. In this role, you'll will have the unique opportunity to help lead staff in moving Washington forward in solid waste management and recycling.
 
  Key work activities and responsibilities include, but are not limited to:  
  • Leads a team of environmental professionals, and land use and program planners. 
  • Leads a team in developing and implementing programs that will set a national standard for the management of recyclable products.
  • Assists the program in development of waste management opportunities and technologies to remove organic waste from landfill disposal. 
  • Assists local governments in meeting the requirements for landfill under the recently passed Climate Commitment Act.

Qualifications

Required Qualifications:
 
A total of Nine (9) years of experience and/or education as described below:
  • Professional level Experience in: environmental analysis, control, planning, community outreach or supervisory experience. 
  • Education: involving a major study in: environmental, physical, or natural science, planning, business administration or closely allied field.

Desired Qualifications:

Five (5) years of experience managing solid waste issues, environmental permitting, doing scientific analysis, and rule interpretation.
