While the FBI’s main Headquarters location is in Washington, D.C., FBI Contract Specialists are primarily located at the new Headquarters campus in Huntsville, Alabama. Contract Specialists may also choose to work in Clarksburg, West Virginia. However, Contract Specialists may travel to the FBI’s Headquarters location in Washington, D.C. to meet with their internal partners!
 
What is the role of a Contract Specialist?
 
Contract Specialists perform a range of functions relating to supply-chain management to purchase everything body-worn cameras to relocation and moving services and from computers to ammunition for our internal partners. They are responsible for performing duties associated with the procurement or purchasing of supplies, services, construction, or research and development. Contract Specialist are issued a warrant which authorizes them with the ability to obligate federal government funds to the purchase of goods and services.
 
Unique from other federal agencies, FBI Contract Specialists manage the full lifespan of the contract between the external vendor and the Bureau. This includes working with our internal partners to better understand their purchasing requirements, drafting the Request for Proposals (RFPs) or Request for Quotes (RFQs) which vendors then respond to complete for the government’s business, evaluating the price of these quotes/proposals and the quality of goods/services based on a pre-determined set of factors, implementing industry-standard negotiation tactics, and the administration or termination of federal contracts.
 
Contract Specialists serve as an advisor to internal partners in procurement planning and execution by providing expert service, guidance, coordination, and consultation to identify procurement objectives and methodologies.
 
What are examples of Contract Specialist projects?
 
·        Night-Vision Goggles (NVGs): Solicited proposals for NVGs on the Open Market (also known as SAM.gov) for Bomb Technicians to utilize for explosive disposals in no/low light environments to support the Counterterrorism Division.
·        Body Worn Cameras: Solicited quotes from vendors on the Federal Supply Schedule for Agents use in response to the George Floyd Justice in Policing Act in close partnership with the Operational Technology Division.
·        Ammunition: Set-up an Indefinite Delivery/Indefinite Quantity (IDIQ) contract so that ammo can be purchased as required, whenever required to serve Special Agents’ needs.
 

 
What is an FBI Contract Specialists career trajectory?
 
Contract Specialists careers span eight consecutive grades of the General Schedule (GS) pay scale by which FBI and many other federal agencies are compensated – this means that for an entry level Contract Specialists there are seven opportunities for promotion!
 
Through continuous education, Contract Specialists can enhance their career, and thus their earnings. The Contract Specialist role is particularly special because all federal agencies require Contract Specialists. Therefore, there is great opportunity for lateral movement later in your career to other federal organizations.
 
What are the requirements to apply to be a Contract Specialist? Do I get a security clearance?
 
Contract Specialist candidates must have completed a 4-year course of study leading to a bachelor’s degree or 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Additionally, Contract Specialist candidates must be able to obtain a Top-Secret Security Clearance. 
 
A Top-Secret Security clearance is a career asset that opens the door for many other opportunities later in your career both within the federal government and externally.
 
Candidates will be subject to complete a full scope polygraph. The following are automatic disqualifiers for employment at the FBI:

·  Non-U.S. citizenship
·  Conviction of a felony
·  Violation of the FBI Employment Drug Policy
·  Default on a student loan insured by the U.S. government
·  Failure of an FBI-administered urinalysis drug test
·  Failure to register with the Selective Service System (males only)
·  Knowingly or willfully engaged in acts or activities designed to overthrow the U.S. government by force
·  Failure to pay court-ordered child support
·  Failure to file federal, state, or local income tax returns
