The Legislative Budget Office (LBO) seeks candidates to fill the LBO Deputy Director position, a full-time benefits eligible position. The Deputy Director provides leadership to staff conducting in-depth analysis of Minnesota tax expenditures for the Minnesota Legislature.

The Deputy Director will oversee five analysts who provide the professional and technical support for the Tax Expenditure Review Commission, a legislative commission established in Minnesota Statute 3.8855, made up of members from the House, Senate, and Minnesota Department of Revenue.
The Deputy Director will lead staff in the analysis of tax expenditures, including:
·      Researching the purpose of Minnesota tax expenditures
·      Measuring the impact, efficiency, and effectiveness of Minnesota tax expenditures
·      Publishing an annual report on a subset of Minnesota tax expenditures
This position will also oversee the management of the tax expenditure review area of the Legislative Budget Office. Duties include:
·      Working with commission members to determine the scope and expectations of LBO staff
·      Developing relationships and partnerships with key stakeholders
·      Developing systems that will support and motivate staff to accomplish high quality outcomes
The recruitment range for the position is $93,115 to $132,800. Starting salary will be determined based on the successful applicant’s qualifications. Minimum Qualifications
To be considered, a candidate must submit a cover letter and have:
·      Bachelor of Arts or Bachelor of Science Degree. 
·      Five years in an economic, statistical, or financial analysis environment or an advanced degree with three years of experience. 
·      Knowledge, skills, and abilities
a.              High-level analytical skills necessary to build metrics and modeling of state tax expenditure impacts.
b.              Ability to support and motivate staff.
c.               Ability to communicate complex analysis in a public setting and to a wide range of audiences.
d.              Nonpartisan background and ability to act impartially, in a politically neutral manner.
e.              Technical skills sufficient to use software programs to conduct complicated analysis of tax data.
Desired Qualifications
·      Advanced degree in economics, statistic, public finance, program evaluation, or related field.
·      Experience providing lead direction on research and quantitative analysis projects.
·      Experience working in the development of a state, local, or federal budget.
·      Knowledge of public finance and state budget process.
