Climate Change Senior Data Analyst

THE POSITION
The Public Works Administration is seeking a Climate Change Senior Data Analyst that will lead the management, analysis, and visualization of data to inform the work of the Climate and Resiliency department. This position will design and execute data management systems in collaboration with the IT and Geographic Information System (GIS) departments to prioritize efforts and implement projects to mitigate the effects of climate change across vulnerable communities.

Location and hours:
This position is remote. Remote workers may be required to come on-site an average of 0 to 12 days a year for work meetings, trainings, or for any other reasons that their supervisor may deem necessary (may include additional days for onboarding and new employee training). Supervisors will provide as much advance notice as practicable. 

Work hours are primarily days, Monday through Friday 8 a.m. - 4:30 p.m. with occasional evening and weekend meetings. No overnight or holiday shifts are required. This position requires travel to various locations around the county. While this position is designated as remote, based on current requirements hires must reside in Minnesota or Wisconsin.  

New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In this position, you will:  
  • Manage, analyze, and create geospatial datasets.
  • Update interactive web-based (GIS preferred) visualization tools and interactive online maps.
  • Document monitoring and evaluation outcomes through ongoing online reporting.
  • Provide data-driven risk analysis and inform the Climate and Resiliency Director on key priorities.
  • Coordinate the data repository for the Climate and Resiliency department.
  • Conduct statistical analysis, including descriptive statistics and potential regression modeling.

Need to have:
  • One of the following:
  • Bachelor's degree in any field and a minimum of two courses in research methods, geographic information science, analysis, statistics, project management, planning or evaluation and 18 months or more of relevant planning analyst experience.
  • Bachelor's degree in one of the fields listed below and one year or more of relevant planning analyst experience.
  • Master's degree or higher in business administration, public administration, geographic information science, research methods, statistics, behavioral/social science, public health, computer science/MIS, management science, urban/city planning or a field appropriate to the area of specialization.

  • Experience:
  • Working with geospatial data tools such as GIS software (e.g., ArcGIS or QGIS) or programming languages.
  • Providing data-driven analysis for projects.
  • Data visualization and analysis
  • Working with program planning and project management.
  • Collaborating with cultural, spiritual, or faith-based communities on teams or projects. 
  • Writing grants, newsletter, reports, etc. 
  • Ability to:
  • Collaborate effectively with stakeholders across departments and across business lines.
  • Navigate technical programs and data collection and analysis in county and state systems.
  • Utilize personal computers, software, and social media.
