The Oregon Department of Environmental Quality has a full-time opportunity for a Water Quality Compliance Specialist (Natural Resource Specialist 3). This position will be located in either Eugene or Salem, Oregon. The finalist may choose their preferred work location.

There are 3 regions (Northwest, Western, and Eastern); this position is in Western Region. The Regions provide the following services: compliance inspection of regulated entities; enforcement of permit requirements and administrative rules; issuance of air, water, and solid waste permits; investigation of complaints; issuance of subsurface permits in counties; response to spills or other incidents with environmental impacts; direct contact and liaison with other governmental entities, industries, and the public; and technical assistance to regulated entities and the public.

What you will do!
You will serve as a compliance specialist and permit writer for Western Region. As a compliance specialist, you will be responsible for reviewing discharge monitoring reports, inspecting various activities and permittees to determine compliance with federal and state water quality regulations, responding to complaints, providing technical assistance to permittees and others to maintain or return to compliance, and issuing warning letters, pre-enforcement notices, and enforcement referrals. In addition, you will write permits and assign general permits for sources in Western Region.

What are we looking for?
Minimum Qualifications: Bachelor’s degree in physical science, environmental science, natural resources, or a closely related field, AND 3 years of experience in a natural resource or environmental field (an equivalent combination of education and experience is acceptable). At least 1 year of experience at a technical or professional level performing activities in a natural resource program such as researching and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities.
Candidates who are most competitive will also reflect the following:
- Knowledge of wastewater treatment operations, water quality monitoring and testing procedures, biosolids, septage, soils science, agronomy, and environmental health.
- Certification as a Professional Soils Scientist and/or Registered Environmental Health Specialist (Sanitarian) (desired, not required).
- Experience with National Pollutant Discharge Elimination System and Water Pollution Control Facilities permits.
- Excellent written communication skills and the ability to write clear and concise reports.
- Ability to communicate effectively and professionally through email and in-person with DEQ staff, permittees (treatment plant operators, city managers, elected officials, etc.), consultants, the public, stakeholders, and other natural resources agencies, including experience communicating technical information and dealing with difficult people.
- Ability to learn and follow laws, regulations, and permit procedures applicable to the type of activity (wastewater treatment and disposal, land application of biosolids, etc.) being regulated.
Working Conditions:
Work is mostly in an office setting. This position requires frequent travel by car under possible adverse weather and road conditions to wastewater treatment facilities, land application sites, spill or complaint sites, and DEQ offices. Frequent exposure to pathogens or hazardous materials may occur during site inspections and complaint investigations. Frequent exposure to challenging field conditions (ex: steep slope, heavy vegetation, and uneven terrain) will also occur. Occasional evening meetings may be required.
