General Description:  This is a position that carries a high level of responsibility, performing site maintenance and other tasks throughout the County. This position also entails field supervision for county personnel and private contractors performing County tasks.  This position also assists the Citizens of Pasco County during time of natural disasters and flooding events.

Essential Job Functions:  Investigates and prepares reports on citizen complaints that pertain to compliance with County ordinances. Assists Senior Project Manager and others to oversee the work of outside contractors. Provides site inspections, maintenance, activities  and other related duties required under the NPDES MS4 permit. Provides scheduling, contract management and field supervision for numerous stormwater-related activities, including but not limited to:  grass mowing, contract management, street sweeping, structural maintenance, general labor, flood gate operation. Spray County sites for aquatic weed control.

Knowledge, Skills and Abilities:  

  • Must be able to learn quickly and work independently with little supervision.
  • Knowledge of the methods, techniques, equipment, and materials used in construction and maintenance in support of Public Works operations.
  • Ability to plan, schedule and complete inspections and reports of construction sites for pre-construction inspection of BMPs,
  • Knowledge of inspection of maintenance activities and contracted sites.
  • Knowledge of County drainage infrastructure for maintenance of drainage control structures, culverts, ponds, and ditches.
  • Knowledge of drainage easements and County roads rights-of-way.
  • Basic computer knowledge of Microsoft Windows, Word and Excel.
  • Ability to lift and/or move up to 50 pounds and also push or pull heavy objects.

Minimum Requirements:  

PHYSICAL SKILLS/WORKING CONDITIONS:  Ability to lift and/or move up to 50 pounds and also push or pull heavy objects. May require the use of hand and power tools. Requires standing, walking, bending, stooping, and sitting. Work indoors and outdoors in varying weather conditions. Ability to communicate effectively using verbal, written, and visual communication.  Ability to drive for hours at a time.

EDUCATION, TRAINING AND EXPERIENCE:  Graduation with an Associate degree and three (3) years of experience in the inspection, construction or surveying of drainage projects OR high school or possession of an acceptable equivalency diploma and five (5) years' experience.

In House Employees:  This position qualifies for DAP.

LICENSES, CERTIFICATIONS OR REGISTRATIONS:  Must possess a valid Florida driver's license. Must possess or obtain a Florida Pesticide Applicator License in “Core” and “Turf and Ornamental” categories within six (6) months from date of hire. Applicant must obtain a Florida CDL Class B License within thirty (30) days from date of hire.
