Summary:
To administer agency objectives by assessing and coordinating the needs of the State’s activities regarding offshore wind, particularly as it relates to offshore wind deployment in the Gulf of Maine; makes recommendations for short-term policies or procedures.

MINIMUM QUALIFICATIONS:
 

Education: Master's degree from an accredited institute of higher education with major study in planning, natural resources, environmental science, biological science, ecology, or related field.

Experience: Five years of experience in environmental planning and permitting project experience or with large programs/contracts experience, three years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.

OR

Education: Bachelor's degree from an accredited institute of higher education with major study in planning, natural resources, environmental science, biological science, ecology, or related field.

Experience: Six years of experience in environmental planning and permitting project experience or with large programs/contracts experience, three years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business
management or related management experience.

License/Certification: A valid driver’s license or access to transportation for statewide travel required.

 

Responsibilities:
 

Under the guidance of the Commissioner of the NH Department of Energy, analyzes agency policies to monitor relevance and effectiveness of the State’s offshore wind and deployment activities. Develops and modifies operational procedures and aids State policymakers with understanding economic development opportunities presented by the programs and activities and focusing on positioning NH’s economy to take maximum advantage of the economic development opportunities that will arise.

Acts as the State of New Hampshire’s designee to US Department of the Interior’s Bureau of Ocean Energy Management (BOEM), serving as the primary point of contact for all federal processes managed by BOEM. This includes serving as the primary point of contact for New Hampshire for the Gulf of Maine Task Force, which was established to serve as the intergovernmental offshore wind task force for the State and includes Maine and Massachusetts. Serves as the NH Department of Energy representative on the Commission to Study Offshore Wind and Port Development established in RSA 374-F: 10.

Makes preliminary recommendations for developing proposed legislation, budgets, policies, procedures, and programs to optimize opportunities for NH’s economic growth resulting from the pending development of offshore wind energy.

Prepares reports and studies and works with stakeholders in identifying program needs concerning offshore wind deployment in the Gulf of Maine. Coordinates information regarding offshore wind supply chain operations in the region and the economic development associated with those operations for New Hampshire’s port facilities.

Explains and interprets program policies, procedures, and guidelines regarding the transmission of infrastructures needed to implement offshore wind services in the region, the opportunities associated with transmission of infrastructures at facilities in New Hampshire. Determines whether the deployment is in New Hampshire waters or in the waters of other states that do not have the necessary transmission infrastructure at facilities in their state.

Participates in the development of initiatives prepares periodic statistical and narrative reports on programs, and tracks federal funding opportunities and activities related to offshore wind.

Evaluates state and federal offshore wind industry regulations to develop, maintain, and implement statewide standards, strategies, procedures, and policies for offshore wind deployment and identifies legislative requirements to support offshore wind industry deployment.
