This position serves as an Imaging & Data Entry Specialist for the Department of Innovation & Technology (DoIT), supporting the Illinois Department of Revenue (IDoR) performing a limited range of Application Services for the enhancement and maintenance of system applications associated with the Imaging & Data Entry Section.

Essential Functions

45% 1. Under immediate supervision, serves as an Imaging & Data Entry Specialist for the Department of Innovation & Technology (DoIT), supporting the Illinois Department of Revenue (IDoR): 

  • Assists higher level staff in performing a limited range of Application Services for the enhancement and maintenance of system applications associated with the Imaging & Data Entry Section:
  • Assists in providing input and documentation as to the development and support of Section application systems.
  • Assists in fact-finding and problem resolution.
  • Prepares programs and assists in writing SQL in conjunction with the system support.
  • Works closely with user area in reviewing, coding, and testing of programs.
  • Prepares system documentation.
  • Prepares test data and performs unit test; confers with other Application Services staff in the review of detailed test results.
  • Prepares business object documentation.
  • Monitors operation of system and documents required enhancements.
  • Prepares and maintains written documentation.
  • Follows Revenue adopted system design methodologies, documentation, standards, and standard operating procedures in performing tasks.
  • Works closely with higher level Application Services staff; receives increasingly difficult assignments.
     

30% 2. Performs applications programming support of limited complexity for the systems associated with the Imaging & Data Entry Section:

  • Assists in writing SQL (Structured Query language).
  • Assists in writing programs using fourth generation languages such as VB.Net.
  • Reviews program modification specifications and codes programs.
  • Tests changes and revises business object documentation.
  • Reviews test results, works with user area to test changes; places changes in production, ensuring that they function as designed.
  • Utilizes Object Oriented application design theory, concepts, and principles, as well as .NET, C sharp, visual studio, HTML, Microsoft Office, DEKFP, Imaging Software, Crystal reports concepts in performance of duties.

 

15% 3. Receives instructions in understanding and applying modern systems methodology and standard operating procedures in performing the structured phases of a system lifecycle:

  • Receives training in problem solving approaches and techniques, methods of analysis, forms design and proper methods for presenting conclusions and system documentation; and prepares reports.

 

5% 4. Continues education by attending meetings, training sessions, seminars, and conferences to increase familiarity with and remain current Application Services products.

 

5% 5. Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill, and mental development equivalent to completion of two (2) years of college with course work in computer science or directly related fields.

      OR

      1.  Requires satisfactory completion of an agency sponsored training program.

 

Qualifying state employees in the Upward Mobility Program shall have the state requirements of this classification waived by successful completion of specific proficiency tests and training programs.

Preferred Qualifications

  1. Elementary knowledge of VB.NET, C sharp, and HTML
  2. Elementary knowledge of Visual Studio
  3. Elementary knowledge of SQL server and Crystal Reports.
  4. Elementary knowledge of gathering and analyzing data logically to resolve issues.
  5. Elementary knowledge of Microsoft Office client software products.

  8. Requires ability to lift and carry objects weighing up to 20 pounds.  This position is considered light work as defined by the U.S. Department of Labor (20 CFR 404.1567(b)). Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds.

This class is included as an Upward Mobility Program credential title.
