Parks Director with Outagamie County

$106,808.00 - $120,203.20 Annually
 

 

Plamann Park - 1375 E. Broadway Drive, Appleton, Wisconsin

 

Reporting to the County Executive, the Parks Director will be responsible for providing strategic leadership; management of projects and employees; and financial direction. The Parks Director will work in overseeing and developing, maintaining, and administering the parks, Plamann Lake, Mosquito Hill, rental facilities, buildings, trails and other areas within jurisdiction.  The ideal candidate will have a passion for engaging the community and providing recreational services while balancing against conservational needs.

 Key Responsibilities:

 

The following duties are most critical for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.  

  • Develops, administers and oversees the maintenance of the Outagamie County parks, buildings, and trails within the County park system.

 

  • Oversee and participate in the development and administration of department budgets and capital improvement plan; approve the forecast of funds needed for the department, which may include but not limited to staffing needs, equipment, programs, etc.; and approve expenditures and implement budgetary adjustments.
     
  • Employee Relations: Recruit, interview, train, evaluate, and supervise parks staff, which includes Full time, Part time and seasonal staff. Ability to foster a cooperative work environment and growth.

 

  • Ability to develop, plan, and implement short- and long- term goals for the Outagamie County park system.
     
  • Prepares designs and permit applications for park improvements.
  • Collaborate with Community organizations and other County departments to enhance programs offered.
     
  • Ability to prepare reports; edit, organize and present clearly and concisely, oral and written reports of finding and recommendations.
     
  • Subject to a variety of schedules, which include a standard eight-hour work day plus a variety of meetings of committees: i.e. County Board Meetings and organizational group meetings which may be held during the evenings.
     
  • Maintains confidentiality of all privileged information.
     
  • Maintains professional and technical knowledge by conducting research; attending seminars or educational workshops or conferences; participating in professional societies.

 

 Education/Certifications/Experience Requirements:

 

  • Bachelor's degree in Parks and Recreation Management, Business, Natural Resources Administration and Management or related field with five to seven years park management experience.

 

  • Or any combination of education and experience that provides equivalent knowledge, skills, and abilities.
     
  • Excellent communication and interpersonal skills
     
  • Ability to think strategically and make sound decisions
     
  • Valid Driver’s License

 

 Required or Preferred Skills:

 

  • Ability to operate motor vehicles and  able to operate building and grounds maintenance equipment and tools including mower, saw, drill, sign making equipment, shovel, rake, auger, etc.
  • Ability to operate a variety of office equipment including but not limited to personal computer, calculator, phone system, etc.
  • Address complaints and resolve issues as problems arise.
  • Oversee budgeting, staffing, and resource allocation for department operations.
  • Ability to add, subtract, multiply, divide, calculate decimals and percent’s, and make use of the principles of basic algebra, geometry, and descriptive statistics.
  • Ability to comprehend and interpret a variety of documents including time sheets, invoices, press releases, park publications, budgets, blueprints, plat books, etc.
  • Ability to prepare a variety of documents including performance evaluations, purchase requisitions, invoices, seasonal reports, resolutions, etc.
  • Ability to communicate effectively with the general public, County department heads, public groups, and others verbally and in writing.
  • Ensure compliance with local regulations and safety standards.
  • Stay up to date on industry trends and best practices in parks and recreation management.
