Air Compliance Unit Supervisor - Job ID 78159

Job Summary

This position performs supervisory activities for the Air Compliance 3 Unit at the Minnesota Pollution Control Agency (MPCA), which includes ensuring implementation of the Air Quality compliance and enforcement programs specifically within environmental justice areas. This is a new unit over compliance and enforcement staff. This position is responsible for working with the section manager and lateral agency teams to build strategies for the program, implement them, measure success, and revise strategies when needed. This position works closely with Air Compliance Units 1 and 2 along with EPA to ensure federal commitments are met. 

Minimum Qualifications

(1)  One year of supervisory experience in environmental protection/pollution control,

OR

  1. Two years of advanced professional experience in environmental protection/pollution control including activities in the areas of compliance and enforcement. Examples for internal  candidates – ( Environmental Specialist 4, Planner Principal, Hydrologist  2, Engineer 2 Graduate, Research Scientist 2, or related classes).

OR

 

  1. Three years of environmental experience performing work equivalent to an Environmental Specialist 3 level or senior level work implementing compliance and enforcement.

OR

  1. Equivalent combination of the above.

AND

Possess a valid Driver's license (see additional requirements)

The Minnesota Pollution Control Agency will not sponsor applicants for work visas. In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire.

Preferred Qualifications

Knowledge of relevant federal and state regulatory frameworks and their applicability to compliance and enforcement projects in the air program, including compliance management strategy, state review framework, and high priority violations.

Knowledge of the Clean Air Act structure, policies, and procedures of state, and federal government and knowledge of NESHAP, PSD, NSPS, stack testing methods, CEMS, and routine report submittals.

Accomplished project management skills to guide and direct a number of complex compliance and enforcement projects while supporting staff and problem solving laterally and vertically to determine appropriate actions.

Accomplished leadership and management skills to effectively coach, train and lead peers in the use of problem solving and project management.

Communication/writing skills sufficient to clearly and tactfully communicate in a manner appropriated for the intended audience.

Experience coordinating with EPA and internal agency programs on identifying, developing and executing compliance and/or enforcement-related projects.

Accomplished leadership and management skills to effectively coach, train and lead peers.

Management of air related enforcement cases. 

Additional Requirements

A driver’s license is an essential function of this position. This requires possession of an unrestricted Class D Driver’s License. The job offer is contingent on confirmation of a valid driver’s license AND a satisfactory DLR check. Requires a Class D driver´s License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds. (Indicate required background checks or screening requirements.
