Air Quality Regulation and Incentives Outreach Specialist

This position can be located in Sacramento or Riverside County.

If so, this position in the Heavy-Duty Incentives and Training Section (the Section) in the Compliance Assistance and Outreach Branch may be for you!

We seek a motivated, self-starting person, who highly values teamwork, to join us to further the Section’s mission to educate government and business entities about compliance with regulations to reduce emissions from in-use diesel and other mobile sources, and to promote the use of advanced technologies in commercial applications that support criteria pollutant, and greenhouse gas emissions, reductions goals. These emissions sources include heavy-duty vehicles like trucks and buses, and other on-road and off-road mobile sources.

The incumbent will be responsible primarily for designing, developing, and implementing comprehensive outreach campaigns and tools to 1) help achieve compliance with existing regulations, and 2) to encourage end-user decisions to incorporate zero-emission technologies into commercial fleets, both of which reduce emissions of harmful air pollutants. Such campaigns may include: training presentations or community events, social media and web-based content, or written or video-format outreach materials designed for vehicle owners and operators, public fleet managers, industry representatives, local government representatives, private citizens, and trade groups. The incumbent will need to know, or be able to quickly learn, the regulated industry, vehicle emissions technology, heavy-duty fleet usage patterns, and potential deployment barriers in order to effectively increase awareness of current and future air quality regulations and funding opportunities.

The successful candidate will coordinate extensively with other CARB programs, federal programs, local air district personnel, fleet owners, and other stakeholders, to understand and circulate technical and policy information. This person will also assist with the Branch’s other outreach efforts, including assisting individual fleets with compliance evaluation and planning in-person, via telephone, or in writing; speaking engagements; workshops; meetings with industry associations; and writing clear and concise technical reports with outreach recommendations. The position may involve approximately 25 percent travel.

Working Conditions

 

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required. 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense.
