Job Summary

This position provides unit supervision, technical and administrative management, policy development and guidance to staff in the Air Pollution Prevention Unit. This position is responsible for ensuring that the non-point air (everyday pollution) programs, including the responsibilities of the Small Business Ombudsman are administered effectively and efficiently, through outreach and public engagement, external partnerships and effective communication. Determine current and long-range needs and recommend alternative courses of action to the various programs and projects. Additionally, the incumbent is expected to support and assist the Section Manager in meeting the sections and divisions goals and objectives. The incumbent is also expected to be an active and positive member of the agency’s Leadership Team.

Qualifications

Minimum Qualifications

1) One year of supervisory experience in environmental protection/pollution control,

OR

2) Two years of advanced professional experience in environmental protection/pollution control in areas related to improving mobile sources of air pollution.  

OR

3) Three years of environmental experience performing work equivalent to an (Environmental Specialist 3 level or senior level work) related to improving air quality through partnerships, electric vehicle charging infrastructure development, mobile source emission reduction, diesel emission reduction programs, grants or other environmentally related means.

OR

4) Equivalent combination of the above.

The Minnesota Pollution Control Agency will not sponsor applicants for work visas. In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire. 

Preferred Qualifications

Knowledge of relevant federal and state regulatory frameworks and their applicability to improving air quality.

Knowledge of the structure, policies and procedures of local, state, and federal government.

Accomplished project management skills to guide and direct a number of high-profile and complex mobile source projects and grants while supporting staff and problem solving laterally and vertically to determine appropriate actions.

Accomplished leadership and management skills to effectively coach, train, and lead peers in the use of problem solving and project management.

Communication/writing skills sufficient to clearly and tactfully communicate in a manner appropriated for the intended audience.

Experience coordinating with EPA and internal agency programs on identifying, developing, and executing grant agreements, and/or other - mobile source related projects.

Physical Requirements

Requires occasionally lifting and/or carrying such articles as file folders, ledgers, and small equipment. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.

Additional Requirements

A driver’s license is an essential function of this position. This requires possession of an unrestricted Class D Driver’s License. The job offer is contingent on confirmation of a valid driver’s license AND a satisfactory DLR check.

Requires a Class D Driver's License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds.
