This position serves as a Web Developer, providing analysis to program and DoIT/DHS management for development, design, deployment, and maintenance of web-based systems using IBM AIX DB2 technologies, VB.Net, SQL Server and ASP.Net.  

In this role, you will develop follow-up reports for the monitoring the systems and cost projections of programs including the documentation of conceptual, general and detail designs.  

In addition, you will prepare, plan, and schedule system deployment, implementation, and successful rollout of newly revised applications.

Essential Functions

30% Under general direction, serves as a Web Developer for the Department of Innovation & Technology (DoIT) supporting the Illinois Department of Human Services (DHS): 

  • Performs difficult and specialized professional application development services work for the IWIC/eCornerstone Unit.
  • Reviews and analyzes data to conduct studies involving substantial technical research and systems analysis of applications functions.
  • Provides analysis to program and DHS/DoIT management for development, design, deployment, and maintenance of web-based systems using IBM AIX DB2 technologies, VB.Net, SQL Server and ASP.Net.
  • Creates test scripts and performs systems testing before a new release.
  • Analyzes and diagnoses system issues and coordinate efforts to resolve.
  • Under supervision, conducts studies of IWIC/eCornerstone functions.


20% Confers with user staff regarding requirements for all applications: 

  • Develops follow-up reports for the monitoring of the systems and the cost projections of programs including the documentation of conceptual, general and detail designs.
  • Communicates and works with various agency personnel.
  • Presents technical information to others with clarity and precision.


20% Prepares, plans, and schedules for system deployment, implementation, and successful rollout of newly revised applications: 

  • Prepares, plans, and implements assignments while encompassing multiple and difficult staff schedules and time constraints.
  • Monitors success of deployment through user staff and end-user feedback/follow-up.
  • Prepares test data for new systems.
  • Conducts program tests and evaluates results.
  • Makes recommendations to revisions as needed or required.   
     

20% Writes, debugs, tests and documents new application or updates existing programs utilizing, Rational Application Developer, MS Team Foundation and Visual Studio: 

  • Independently performs coding, testing and implementations for highly technical systems development.


5%  Keeps abreast of new developments in the Information Technology field: 

  • Continues education by attending meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
  • Attends demonstrations and exhibitions related to assigned operations


5%  Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above. 
 

Minimum Qualifications

  1. Requires knowledge, skill, and mental development equivalent to the completion of four (4) years college with course work in computer science or directly related fields.
  2. Requires one (1) year of professional experience in Application Services or a related Information Technology field.

Specialized Skills

  1. Requires one (1) year of professional experience analyzing web-based systems using IMB AIX DB2 technologies, VB.Net, SQL Server and ASP.Net.

Preferred Qualifications

  1. One (1) year of professional experience performing web based application development and analyzing web-based systems using IMB AIX DB2 technologies, VB.Net, SQL Server and ASP.Net.
  2. One (1) year of professional experience developing reports and cost projections.
  3. One (1) year of professional experience testing and evaluating data of new systems and existing programs utilizing Rational Application Developer, MS Team Foundation and Visual Studio.
  4. Extensive knowledge of documenting processes and procedures.
  5. Ability to effectively prepare, plan and implement assignments while encompassing multiple and/or difficult staff schedules and time constraints.
  6. Ability to analyze and diagnose system issues and coordinate efforts to resolve.
  7. Ability to maintain satisfactory working relationships with others.
  8. Developed verbal and written communication skills to present information to others with clarity and precision.
