This position serves as a Database Administrator supporting the Department of Human Services (DHS) in conducting analysis of program applications, databases, and system software to tune performance and maintain overall performance of the program applications. 

In this role, you will review and analyze functional system requirements and compare to end user needs/requests for modifications and feasibility studies.  

In addition, you will perform maintenance of complex department-developed software, tests and analyzes the interactions between backend software products such as DB2, AIX and Mainframe, etc.

Essential Functions

30%    Under administrative direction, serves as a Database Administrator for the Department of Innovation & Technology (DoIT) supporting the Illinois Department of Human Services (DHS):

  • Performs complex professional and advisory database administration functions for the IL Department of Innovation & Technology-Department of Human Services (DHS).
  • Maintains the IBM DB2 for z/OS and SQL Server relational database software for DoIT/DHS.
  • Monitors the day-to-day operations of the software.
  • Conducts analysis of program applications, databases, and system software to tune performance and maintain overall performance of the program applications.
  • Confers with manager to verify activities are consistent with department priorities.

 

25%    Reviews and analyzes functional system requirements and compares to end user needs/requests for modifications and feasibility studies:  

  • Performs joint application design sessions, develops written recommendations, and prepares presentations for management.
  • Writes, debugs, tests and documents new programs or updates existing programs using Relational Database Management Software.
  • Evaluates test results to determine conformance to desired system objectives.
  • Utilizes Relational Database Management Software to conduct database/system software implementation relative to the interface functions between applications and the database/system software.
  • Conducts complex database/systems software implementation as a team member on a state-wide application system.
  • Analyzes and diagnoses system issues and coordinates efforts to resolve.
     

20%    Conducts analyses of data and processes supporting departmental activities and program:

  • Designs or implements data architecture using Erwin and implements with DB2 software.
  • Maintains relational database model which fits the strategic goals of the business and department as related to integrated data architecture.
  • Confers with manager to verity activities are consistent with department priorities.

 

10%    Consults with Data Administration analysts, users, and applications staff regarding system/code modifications:

  • Determines solutions and prepares recommendations and impact statements for project management.
  • Coordinates the implementation of the changes to both enterprise and tactical databases.

 

5%    Performs maintenance of complex department-developed software, tests and analyzes the interactions between backend software products such as DB2, AIX and Mainframe, etc.

 

5%    Keeps abreast of new developments in the Information Technology field:

  • Continues education by attending meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
  • Attends demonstrations and exhibitions related to assigned operations.

 

5%    Performs other duties as assigned or required which are reasonably with the scope of duties enumerated above.
 

Minimum Qualifications

  1. Requires knowledge, skill and mental development equivalent to four (4) years of college with course work in computer science or directly related fields.
  2. Requires three (3) years of professional experience in Application Services or a related Information Technology field.
     

Preferred Qualifications

  1. Three (3) years of professional information technology experience, requires three (3) years’ experience with IBM DB2 for z/OS and SQL Server relational database software, mainframe and midrange platforms, and relational database management systems.
  2. Three (3) years of experience performing maintenance of large and complex department-developed software including testing and documentation.
  3. Extensive experience performing in-depth studies and analysis of client needs and objectives and to determine feasibility of changing current operations, applications and/or automating operations into database systems to improve the effectiveness of these systems.
  4. Developed verbal and written communication skills to present information to others with clarity and precision.
  5. Ability to analyze and diagnose system issues and coordinate efforts to resolve.
  6. Ability to coordinate the activities of teams to achieve desired results.
  7. Ability to maintain satisfactory working relationships with others.
