This position serves as a Senior Mainframe Analyst supporting the Department of Human Services (DHS).  

In this role you will analyze and evaluate system requirements using online and batch processing, IMS, DB2, JCL, COBOL (including some Teton), Easytrieve, and various system utilities. 

As a system analyst, primarily for the Child Care Tracking System conducts feasibility studies, you will provide expertise to lower level MIS staff, confer with user groups to establish MIS requirements, and ensure that user requirements are implemented.

Essential Functions

25% Under administrative direction, serves as a Senior Mainframe Analyst for the Department of Innovation & Technology (DoIT), supporting Illinois department of Human Services (DHS):

  • Performs complex professional and advisory functions on Application Services in the Bureau of Application Management, Unified Provider Health Systems/Childcare Unit.
  • Confers with user groups and other MIS staff to develop in-depth feasibility studies, cost and time estimates, and design requirements for new or enhanced processing systems.
  • Coordinates the testing and implementation of systems utilizing IMS online and batch processing, JCL, COBOL, Telon, Easytrieve, D82, and system utilities.
  • Participates in oral and/or written presentations of proposed data processing systems.

 

20% Produces the program and system specifications for complex systems and tasks which include system flowcharts, audit trails, control procedures, and coordinates the testing and implementation of these:

  • Evaluates system/program test results to ensure overall conformance to the system/program objectives.

 

20% Functions as the lead analyst for specific systems and tasks:

  • Coordinates the workload of other MIS staff ensuring the proper development of programs and completion of all required forms, documentation, and procedures with the objective of successful implementation and continuing production operation of the systems.
  • Prepares user guidelines, operational manuals, and system documentation as required.

 

15% Consults with users and other MIS staff regarding production and/or program problems:

  • Works with other MIS staff to determine problem areas and the methodology to correct.
  • Works diligently to resolve production operations problems and to maintain production system and data base integrity.

 

10% Participates in the coding, testing and implementation of programs while coordinating the complex development or major revision of a system project:

  • Develops and maintains Xerox/Elixer forms integrated with assigned systems.

 

5% Keeps abreast of new developments in the mainframe field:

  • Continues education by attending meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
  • Attends demonstrations and exhibitions related to assigned operations.

 

5% Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

 

Minimum Qualifications:

  1. Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in computer science or directly related fields.
  2. Requires three (3) years of professional experience in Application Services or a related Information Technology field.

Preferred Qualifications (In Order of Significance):

  1. Three (3) years of professional technical experience working with Mainframe system implementation, MVS, TSO, ISPF, IMS batch/online, COBOL, TELON, VSAM, Easytrieve, JCL, and associated utilities.
  2. Three (3) years of professional experience with IMS on-line maintenance, Mobius reporting, and Schedular.
  3. Three (3) years of professional experience with Easytrieve as a file building tool, and ability to write Easytrieve programs that can retrieve and update IMS Databases.
  4. Ability to analyze and diagnose system issues and coordinate efforts to resolve.
  5. Extensive knowledge of the methods, procedures, and techniques of conducting feasibility studies for system conversions and enhancements.
  6. Extensive knowledge of Mainframe documentation and standards.
  7. Ability to perform business and system analysis and resolution for application development.
  8. Developed verbal and written communication skills to present information to others with clarify and precision.
  9. Ability to gain and maintain effective working relationships with associates, vendors, clients, and others.
