This position serves as the Programmer/Analyst supporting the Department of Human Services (DHS) performing specialized technical and advisory functions in the design, analysis, programming and implementation of new and revised systems in the Unified Health Systems/ Clinical Systems Unit.  

In this role, you will make revisions and improvements to existing systems with assignments being of normal difficulty. In addition, you will plan and develop techniques to accomplish and test system modifications while efficiently responding to user requests.

Essential Functions:

40% Under general direction, serves as the Programmer/Analyst for the Department of Innovation & Technology (DoIT) supporting Illinois Department of Human Services (DHS):

  • Interviews and consults with agency users of information services concerning the revision and improvement of any existing data processing system, or the development and documentation of a new system.
  • Performs analysis of related user needs and objectives in the application of information services to existing manual systems.

 

20% Interviews and consults with agency users of information services concerning the revision and improvement of any existing data processing system, or the development and documentation of a new system:

  • Performs analysis of related user needs and objectives in the application of information services to existing manual systems.

 

20% Prepares, defines, modifies, or designs data processing system narratives following established agency standards:

  • Develops generalized and detailed systems specification.
  • Applies cross-checks and auditing.
  • Procedures to assure accurate and reliable practices in information systems operations and to determine and correct deviation from specifications.

 

10% Participates in studies of data processing problems:

  • Prepares written logical programming steps to resolve problems.

 

5% Keeps abreast of new developments in the Higher Order Systems Design and Programming field:

  • Continues education by attending meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
  • Attends demonstrations and exhibitions related to assigned operations

 

5% Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

 

Minimum Qualifications:

  1. Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in computer science or directly related fields.
  2. Requires one (1) year of professional experience in application services or a related Information Technology field.

Preferred Qualifications (In Order of Significance):

  1. One (1) year of professional experience programming using COBOL, DB2, and JCL.
  2. One (1) year of professional experience using Easytrieve, VSAM, and CICS.
  3. One (1) year of professional experience building, testing, and implementing programs utilizing SQL, COBOL, JCL, DB2, Easytrieve, VSAM, and CICS.
  4. One (1) year of professional experience carrying out and testing modifications.
  5. One (1) year of professional experience assisting with end-user training and client support.
  6. One (1) year of professional experience debugging and troubleshooting the code.
  7. Ability to gain and maintain effective working relationships with associates, vendors, clients, and others.
  8. Developed verbal and written communication skills to present technical information to others with clarity and precision.
  9. Ability to analyze and diagnose system issues and coordinate efforts to resolve.
