This position serves as a Senior Program Analyst working independently to perform tasks of a complex nature coordinating and conducting application development for DRS Client Payment, Waiver Enrollment, and Claiming systems. 

This position uses programming skills, information analysis, and problem-solving techniques and tools for the DoIT team to support the Department of Human Services Division of Rehabilitation Services.

Essential Functions

25%    Under administrative direction, serves as a Senior Program Analyst for the Department of Innovation and Technology (DoIT) supporting the Department of Human Services (DHS):

  • Performs complex professional and advisory application functions for Vocational Rehabilitation Client Systems.
  • Assists DHS, Division of Rehabilitation Services (DRS) users of the Client Payment, Waiver Enrollment, and Claiming Systems in understanding system goals and how it operates.
  • Discusses new requirements identified by the user.
  • Designs and develops new changes to the Client Payment and Waiver Enrollment and Claiming systems.
  • Documents implementation plans for new versions of the Client Payment and Waiver Enrollment and Claiming systems.
  • Utilizes JCL, COBOL, DB2 and VSAM data bases, IMS batch/online programming and supporting large mainframe applications in performance of job duties.

 

25%    Prepares detailed specifications for various systems in the Vocational Rehabilitation Client Systems Division:

  • Identifies the Client Payment System, Payroll, STARS, Waiver Enrollment and Claiming system, file, data requirements and final report layouts.
  • Utilizes Mainframe system requirements, MVS, TSO, ISPF, IMS batch/online, VSAM, COBOL, Easytrieve, JCL, and associated utilities.
  • Performs IMS on-line maintenance and utilizes Mobius reporting, and Schedular.
  • Specifies the data selection criteria, general processing, and special processing for transitioning into the new HCM Payroll system, IMPACT Core, and Payment Modernization.

 

20%    Prepares rough drafts outlining report layouts, data files, and processing steps associate with Client Payment Systems and its sub processes:

  • Meets and confers with user personnel to present preliminary findings.
  • Identifies user needs and requirements.

15%    Confers with users and other DoIT/DHS staff regarding Home Services Program and Vocational Rehabilitation Program (DRS) problems:

  • Initiates feasibility studies.
  • Determines if project is justified by the time, manpower, and cost against the value of the projected product.
  • Develops alternative approaches to achieve objectives.
  • Determines best way to satisfy user requests for information and if there is any existing production program which could be utilized.
  • Develops production operating specifications and user operating manuals.
  • Trains operations staff and user personnel in the usage of Client Payment, Medicaid Waiver and STARS systems and manuals.

 

5%    Resolves problems and makes changes to programs as needed:

  • Re-evaluates the entire system periodically to ascertain needs are still being met.
  • Performs ongoing system maintenance.
  • Performs business and system analysis and resolution for application development.

 

5%    Keeps abreast of new developments in the Information Technology (IT) field:

  • Continues education by attending meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
  • Attends demonstrations and exhibitions related to assigned operations.

 

5%    Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
 

Minimum Qualifications

  1. Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in computer science or directly related fields.
  2. Requires three (3) years of professional experience in application services or a related Information Technology field.

     

Preferred Qualifications

  1. Three (3) years of professional technical application development experience working with Mainframe system implementation, MVS, TSO, ISPF, IMS batch/online, COBOL, VSAM, Easytrieve, JCL, and associated utilities.
  2. Three (3) years of professional experience with IMS on-line maintenance, Mobius reporting, and Schedular.
  3. Requires three (3) years of professional experience with Easytrieve as a file building tool, and ability to write Easytrieve programs that can retrieve and update IMS Databases.
  4. Ability to analyze and diagnose system issues and coordinate efforts to resolve.
  5. Extensive knowledge of the methods, procedures, and techniques of conducting feasibility studies for system conversions and enhancements.
  6. Extensive knowledge of Mainframe documentation and standards.
  7. Ability to perform business and system analysis and resolution for application development.
  8. Developed verbal and written communication skills to present information to others with clarify and precision.
  9. Ability to analyze data logically and exercise sound judgement in defining and evaluating problems of an operation or procedural nature.
  10. Ability to gain and maintain effective working relationships with associates, vendors, clients, and others.

Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds.
