This position serves as an Application Information Systems Analyst I on the Personnel/Payroll Team. 

The Application Information Systems Analyst I will serve as a member of the team responsible for support for scheduled and remedial maintenance to the assigned application(s), working with autonomy and with full support of senior team members. 

This position will perform difficult and specialized work in the Information Technology (IT) area of applications services, conduct and coordinate in-depth technical research, systems analysis to create system designs, analyze and recommend new procedures and techniques to improve the supported application systems and/or sub-systems all leading to an enhanced user experience.

Job Responsibilities

30% Under general direction, serves as an Application Information Systems Analyst I for the Department of Innovation & Technology (DoIT):
⦁    Performs difficult and specialized work in the Information Technology (IT) area of applications services.
⦁    Coordinates and conducts difficult and specialized application development for systems and sub-systems of average complexity. 
⦁    Maintains and enhances existing IT application systems.  
⦁    Provides application and user support on an on-call basis.  
⦁    Develops and recommends new procedures and techniques to improve the effectiveness of application systems.  
⦁    Develops work plans for each phase of a projects and completes required outputs in accordance with the Enterprise Application Services (EAS) adopted industry standards of system design methodology to ensure all activities meets required standards of security, efficiency, and scope of the specific project. 
⦁    Conducts feasibility studies for system conversions and enhancements. 
⦁    Performs on-line and/or batch application development/support and applies systems analysis methodologies in the development and preparation of general design, detail design, and program specifications documentation.
⦁    Utilizes/implements the following in performance of duties: system development life cycle (SDLC) processes; programming and development utilizing programming languages such as COBOL, Easytrieve PLUS, Panvalet, JCL, TSO/ISPF, and other object-oriented and integrated scripting languages as needed; operational systems support utilizing application tools such as IBM MVS/ESA operating system and utilities (i.e., IBM, IEBGENER, IEBCOPY, IEBPRTPNC), IBM File Manager; relational database and utilities (i.e., SQL, Oracle), MS Office Suite, MS Visio, Service Now, and other mainframe processing and modern development tools such as Visual Studio, Text editors, RACF, MOBIUS, and applicable technology tools provided for use.

 

20% Confers with users to determine technical requirements, conducting and coordinating in-depth technical research and systems analysis to create system designs:
⦁    Performs system development and analysis by charting process flow and by performing specification writing, coding, testing, audit trails, control procedures, and fine-tuning.  
⦁    Prepares testing specifications and testing data for new or modified programs and /or systems.  
⦁    Performs testing ensuring logic paths are tested.  
⦁    Evaluates test results to verify conformance with program objectives. 
⦁    Prepares user operation and application documentation.

 

20% Analyzes and recommends new procedures and techniques to improve the supported application systems and/or sub-systems:
⦁    Conducts analysis to ensure the integrity of each system/sub-system during maintenance/enhancement activities and adheres to the adopted EAS methodology standards.  
 

15% Serves as a member of the team responsible for support for scheduled and remedial maintenance to the assigned applications:
⦁    Reviews history of processed jobs and responds appropriately to any abnormal completion status.   

 

10% Keeps abreast of new developments in the Information Technology field:
⦁    Continues education by attending meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
⦁    Attends demonstrations and exhibitions related to assigned operations.

 

5% Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
 

Minimum Qualifications

1.    Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in computer science or directly Information Technology (IT) related fields.
2.    Requires one (1) year of professional experience in Application Services or a related Information Technology field.
 
 

Preferred Qualifications (In Order of Significance):

1.    One (1) year of professional experience with IBM operating system and utilities (i.e., IBM, IEBGENER, IEBCOPY, IEBPRTPNC, and others) or relational databases and utilities (i.e., SQL, Oracle, or others).  
2.    One (1) year of experience with programming languages (i.e., JCL, TSO/ISPF, COBOL, Easytrieve PLUS, Panvalet, and others).
3.    One (1) year experience with MOBIUS and RACF.
4.    One (1) year experience with system development life cycle (SDLC) processes. 
5.    One (1) year of professional experience performing on-line or batch application development and support to apply systems analysis methodologies in the development and preparation of general design, detail design, and program specifications documentation. 
6.    Ability to analyze data logically and exercise sound judgement in defining and evaluating problems of an operational or procedural nature.
7.    Ability to maintain satisfactory working relationships with others. 
8.    Developed verbal and written communication skills to present technical information to others with clarity and precision.
