This position serves as a Returns & Payments Analyst I and project coordinator supporting the Department of Revenue (IDoR). 

The ideal candidate will have professional experience in Microsoft SQL, SQL coding or VB.Net. 

This position coordinates and conducts difficult and specialized application development for systems and/or sub-systems of average complexity associated with the Processing Unit in the GenTax Integrated Tax System.

Essential Functions

30% Under general direction, serves as a Returns & Payments Analyst I for the Department of Innovation & Technology/Department of Revenue (DoIT/REV):

  • Performs difficult and specialized professional work in Applications Services in the GenTax Correspondence & Processing Section.
  • Coordinates and conducts difficult and specialized application development for systems and/or sub-systems of average complexity associated with the Processing Unit in the GenTax Integrated Tax System.
  • Prepares new programs and writes SQL in conjunction with the system support.
  • Performs changes to existing programs and SQL code based on Service Request Changes (SQR).
  • Confers with user area in coding and testing of programs.
  • Prepares system and program documentation,
  • Codes programs, reviews code, prepares test data, and performs unit test.
  • Monitors operation of system and documents required enhancements.
  • Provides application and user support.
  • Develops and recommends new procedures and techniques to improve the effectiveness of application systems.
  • Follows DoIT/REV adopted system design methodology to ensure the integrity of each system during maintenance/enhancement activities meets required standards of security, efficiency, and scope of the project.
  • Utilizes VB.Net in performance of duties.

 

25% Confers with users to determine needed changes and enhancements:

  • Conducts comprehensive studies and analyses of client needs and objectives.
  • Performs system analysis by charting process flow.
  • Performs specification writing, coding, testing, audit trails.
  • Develops control procedures.
  • Prepares testing specifications, test scripts, and test data for new or modified programs.
  • Performs testing, ensuring logic paths are tested.
  • Evaluates test results to verify conformance with program objectives.
  • Performs fine tuning.
  • Prepares user and operational guidelines, operational manuals and application or system documentation.

 

25% Serves as a project coordinator for standard projects including small/medium size hardware/software deployments and installations: 

  • Determines and coordinates project components such as project scheduling and assignments.
  • Assigns and reviews the work of project staff.
  • Provides expertise, guidance, and direction to staff.
  • Reviews program development results including analysis, design, and coding.
  • Reviews program testing including preparation of test specifications, test scripts and test data, and user interface for new or modified programs.
  • Monitors job streams.
  • Incorporates individual components of project into the final product.
  • Provides status reports to management.

 

10% Assists higher level analysts with scheduled and remedial maintenance to application services:

  • Reviews history of processed jobs and responds appropriately to any abnormal completion status.

 

5% Keeps abreast of new developments in the Information Technology (IT) field:

  • Continues education by attending meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on IT products, vendors, techniques and procedures.
  • Attends demonstrations and exhibitions related to assigned operations.

 

5% Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

 

Minimum Qualifications

  1. Requires knowledge, skill, and mental development equivalent to four (4) years college with course work in computer science or directly related fields.
  2. Requires one (1) year of professional experience in Applications Services or a related Information Technology field.  

     

Preferred Qualifications

  1. One (1) year of professional experience in Microsoft SQL, SQL coding and VB.Net.
  2. One (1) year of professional experience working with the returns and payments portions of the GenTax Integrated Tax.
  3. One (1) year of professional experience in manipulating and formatting various electronic files and data formats.
  4. One (1) year of professional experience working in a large IT organizational structure.
  5. One (1) year of professional experience documenting processes and procedures.
  6. One (1) year of professional experience in procedures and techniques of conducting feasibility studies for system conversions and enhancements.
  7. One (1) year of professional experience leading/coordinating projects.
  8. Ability to analyze and diagnose system issues and coordinate efforts to resolve.
  9. Ability to maintain satisfactory working relationships with others.
  10. Developed verbal and written communication skills to present information to others with clarity and precision.

  10. Requires the ability to work overtime including scheduled, unscheduled, short notice, evenings, weekends, and holidays.
