This position serves as an Electronic Commerce Analyst II providing a full range of Information Technology (IT) application service for the Electronic Commerce Gateway Unit for DoIT/IDoR. 

In this role you will coordinate and conduct complex application development using programming languages in database design and program design. 

In addition, you will serve as a project coordinator for full range major/complex projects involving the Electronic Commerce Unit.

Essential Functions

35% Under administrative direction, serves as an Electronic Commerce Analyst II for the Department of Innovation & Technology (DoIT), supporting the Illinois Department of Revenue (IDoR):

  • Coordinates and conducts complex application development using programming languages in database design and program design.
  • Provides application and user support and uses supplied tools for testing new processes.
  • Conducts and coordinates in-depth technical research and feasibility studies to determine the best application needs for users.
  • Confers with users to identify functional and security requirements and to determine application requirements.
  • Performs system analysis by charting process flow.
  • Performs specification writing, coding, testing, audit trails.
  • Performs version control using GIT (global information tracker) software or variations of.
  • Develops control procedures, inputs/outputs, forms design, and interactive system procedures.
  • Prepares testing plans, test scripts, and test data for new or modified programs and SQL code.
  • Performs testing, ensuring logic paths are tested and other areas of the Integrated Tax System are not impacted.
  • Evaluates test results to verify conformance with program objectives and performs fine tuning of applications.
  • Prepares user and operational guidelines, operational manuals and application or system documentation.
  • Follows DoIT/IDoR adopted system design methodology to ensure the integrity of the Section meets the required standards of security, efficiency, and scope of the system.
  • Utilizes IBM DB2, SQL Server, C#, VB.NET, JAVA, UDB Relational database, Xtensible Markup Language (XML), eXtensible Markup Language Schema Definition (XSD) and XmlSpy in performance of duties.

 

20% Serves as a liaison with user community for changes and enhancements to the Electronic Commerce Unit: 

  • Analyzes service requests, identifies system changes, and develops integrated work plans and cost benefits.
  • Makes complex systems modification design changes and prepares complex modifications.
  • Evaluates systems needs as part of long-range planning efforts.
  • Provides recommendations for system changes/enhancements to management.

 

15% Serves as a project coordinator on highly complex projects while independently planning, developing, and implementing techniques for gathering and interpreting data: 

  • Offers technical guidance for staff to follow for completing assignments.
  • Interprets and explains policies and procedures.
  • Monitors project/team work to ensure quality assurance and control measures are applied.

 

15% Serves as a primary support for scheduled and remedial maintenance to the assigned applications: 

  • Schedules processes, reviews history of processed jobs, and responds appropriately to any abnormal completion status.
  • Provides status reports to management.

 

5% Keeps abreast of new developments in the Information Technology (IT) field:

  • Continues education by attending meetings, training sessions, seminars and conferences to increase familiarity with and remain current on IT products, vendors, techniques and procedures.
  • Attends demonstrations and exhibitions related to assigned operations.

 

5% Analyzes and recommends new procedures and techniques to improve the supported application systems:

  • Adheres to adopted methodology standards to ensure integrity of each system/sub-system during maintenance/enhancement activities.

 

5% Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

 

Minimum Qualifications

  1. Requires knowledge, skill and mental development equivalent to four (4) years college with coursework in computer science or directly related fields.
  2. Requires three (3) years of professional experience in Application Services or a directly related Information Technology field.
     

Preferred Qualifications

  1. Three (3) years of professional application development experience in Object-Oriented application design theory, concepts, and principles with experiences in respective languages such as C#, VB.Net and Java.
  2. Three (3) years of professional experience in version control within GIT (global information tracker) software or variations of.
  3. Three (3) years of professional experience in, eXtensible Markup Language (XML), eXtensible Markup Language Schema Definition (XSD) and experience with tools such as XmlSpy.
  4. Three (3) years of professional experience in UDB Relational database and SQL Coding such as IBM DB2 and SQL Server
  5. Three (3) years of professional experience coordinating and conducting complex application development using programming languages in database design and program design.
  6. Three (3) years of professional experience serving as a project coordinator for full-range major/complex projects.
  7. Three (3) years of experience conducting feasibility studies for system conversions and enhancements.
  8. Developed verbal and written communication skills to present technical information to others with clarity and precision.
  9. Ability to gain and maintain working relationships with agency officials, associates, vendors, clients, and others.
  10. Ability to analyze data logically and exercise sound judgment in defining, evaluating, and solving difficult administrative, organizational, technical, or operational problems where solutions may be of a precedent-establishing or research nature.
