Position Summary & Responsibilities

The Kansas Department of Health and Environment has a Perinatal/Infant Health Consultant opening in Topeka. This position serves as the Perinatal and Infant Health Consultant working closely with the Perinatal and Infant Clinical Health Consultant and other health consultants as part of the Consultant Unit. Responsible for planning, expansion, replication, and ongoing technical assistance/monitoring of the Maternal and Child Health (MCH) service delivery model and statewide perinatal community collaboratives focusing on establishing a seamless perinatal system of care across public health, outpatient health clinics, hospital settings, and other social services providers utilizing a collective impact framework. Evaluates MCH activities, initiatives, and programming to ensure a high level of quality health services are maintained for pregnant and postpartum individuals, infants, and families throughout Kansas. Provides support to local MCH programs and communities to help in establishing, enhancing, monitoring, and measuring shared community health outcomes as a localized system of care. Provide technical assistance to local agency staff, other KDHE bureaus, agencies, and public organizations regarding the MCH population with special expertise in the collective impact framework, public-private partnerships, centralized system access points, effective partnerships, seamless system of care, and community outcomes for the infant (through 12 months) and pregnant and postpartum individual populations.

Job Responsibilities may include but are not limited to the following: 

Supports the development and annual updates to the MCH Aid-to-Local (ATL) grant application and reporting guidance. Reviews ATL grant applications for projected outcome and process objectives. Provides on-site and/or virtual monitoring, review, and support to local Kansas Perinatal Community Collaborative sites and other MCH programs that might include quality assurance activities, compliance with standards, policies, and protocols; provides technical assistance in problem identification and assists in finding solutions using standardized quality improvement tools and resources. Reviews reports and statistical data for Kansas Perinatal Community Collaboratives and other MCH programs for progress toward meeting program objectives. Serves as a Title V: MCH Core Team Member participating in annual planning, reporting, and federal site reviews to help ensure continued funding and resource allocation is secured to support the Kansas MCH state and local program operations. Develop, coordinate, and execute state contracts with vendors in alignment with the goals and objectives of the MCH State Action Plan. Provides contract oversight and facilitate regularly occurring meetings with contractors to ensure objectives outlined within the contract and established work plan are being met timely, effectively, and in compliance with federal and state requirements. Reviews and approves affidavit of expenditure reports based on the payment schedule outlined within each executed contract. Seek out grant and funding sources to improve perinatal health related services according to identified needs and priorities for the state.  Develops federal grant applications including budgets, assures compliance with state and federal requirements and regulations, as funding opportunities are identified, as needed.

Participates in the development and implementation of policies, procedures, standards, guidelines, and protocols for local MCH providers and programs with a focus on collective impact and effective collaboration. Carries out descriptive research supported by surveys, studies, and evaluations of inter and intra state MCH services, programs, and localized systems building; prepares reports based on findings; and makes policy/procedural recommendations. Monitors, interprets, synthesizes, and disseminates relevant information associated with changes in health and medical care practice, pediatric practice, legislative changes, and legal issues that impact pregnant and postpartum individuals and infants (through 12 months). Works closely with the Perinatal and Infant Clinical Health Consultant and other health consultants (Women/Maternal and Behavioral Health) to establish standards, implementation resources, templates, and other resources for use by local agencies and others regarding program functions in compliance with state and federal regulations and professional standards.

 

Qualifications

Education:  

  • High School, GED

Licensing & Certification:  

  • Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.

Minimum Qualifications:  

  • Two years’ experience in planning, organizing and directing the work of a department, program or agency. Education may be substituted for experience as determined by the agency.

Preferred Qualifications:  

  • Bachelor’s degree in Public Health, Education, Social Work, Nursing, or related field.
  • Master’s degree in Public Health, Public Administration, Social Work, or related field.
  • Knowledgeable of normal growth, development, knowledge, and experience providing parenting education.
  • Familiarity in Pediatrics and Public Health.
  • Field experience in prenatal, postnatal, or obstetrical nursing/birthing center experience.
  • Knowledge of normal pregnancy, delivery, newborn and infant preventive health care practice.
  • Professional experience in health care delivery of perinatal care.
  • Familiarity and experience working with diverse populations & organizations at the local/state level.
  • Incumbent should have a strong understanding of maternal child health programming and services.
  • Two years of experience in a position coalition development.
  • One year experience working in a public health program with an emphasis on women/maternal health.
  • Experience with administering and monitoring federal grants, contracts, and agreements.
  • Experience working with diverse populations and organizations.
  • Experience applying collective impact and quality improvement frameworks.
  • Experience with developing and delivering training and facilitating meetings.
  • Experience with perinatal/infant health programs and services.
  • Experience with gathering, reviewing, and tracking contracts and fiscal information.
  • Ability to communicate effective, orally and in writing.
  • Ability to plan, organize and perform a variety of functions.
  • Ability to establish and maintain effective relationships.
  • Proofreading, editing, attention to detail.
