DSHS OOS Senior Manager Language and Health Equity 

Washington's largest state agency, the Department of Social and Health Services (DSHS), Office of Equity, Diversity, Access, and Inclusion (OEDAI), is dedicated to fostering an environment of mutual respect, equity, and inclusion for all Washingtonians. We are seeking a Senior Manager in Language and Health Equity to lead our efforts in ensuring compliance with federal guidelines related to language and disability access.
 
 This key leadership role reports directly to the Director of Language and Disability Justice and is crucial in aligning administration and agency equity initiatives. You'll spearhead strategies that ensure Washington residents from diverse linguistic and ethnic backgrounds have meaningful access to DSHS programs and services.

Primary Responsibilities:
 
 

  • Agency Advancements: Lead efforts in language access planning, language equity, and language justice initiatives. Develop and implement comprehensive processes to ensure eligible Washingtonians can fully participate in accessing DSHS services.
  • Compliance and Consultation: Assist executive leaders in complying with federal requirements related to the Affordable Care Act, the Americans with Disabilities Act, Title VI of the Civil Rights Act, and other related laws and regulations. Provide expert consultation and technical assistance to leadership.
  • Program Development: Create and sustain language equity and access programs, develop policies, and provide training and guidance to Language Access Advisors and Coordinators.
  • Strategic Leadership: Develop and lead efforts to evaluate and modify program standards, ensuring compliance with legal requirements and supporting agency-wide inclusive excellence initiatives.
  • Risk Management: Develop and monitor measurable goals to ensure compliance with federal and state laws and reduce liability risks in language and health equity.
  • Innovation and Research: Apply new strategies to address emerging service needs, develop policies and processes based on research and best practices, and ensure documentation and procedures are up-to-date and uniform across the agency.

 Who Should Apply
 
Professionals with a strong background in research and data analysis related to health or language equity, as well as expertise in language access policy, practice, and legislation, should have the following experience or degrees:
 
 Experience:

 

  • Minimum of 15 years related to health and/or language access and equity, with proficiency in writing and producing materials for presentation and publication.


 Education and Experience as a Substitute:

 

  • Master’s degree in social science: Minimum of eight years experience in social service organizations, educational settings, government agencies, or community-based organizations. Proficiency in writing and producing materials for presentation and publication.
  • Bachelor’s degree in social science: Minimum of twelve years of experience in social service organizations, educational settings, government agencies, or community-based organizations. Proficiency in writing and producing materials for presentation and publication.

 
 Demonstrated skills and abilities: 
 
 

  • Organize, manage, and lead cross-functional programs and projects effectively, demonstrating progressively increasing responsibilities or scope.
  • Apply sound management practice, program planning, and individual/group decision-making strategies.
  • Effectively communicate (with or without auxiliary aids and services), in writing and verbally, with management, peers, clients, and the public as required to carry out the position's assigned duties.
  • Manage high volumes of work with competing priorities and deadlines.
  • High collaboration and teamwork skills.
  • Identify emerging trends, issues, and strategic opportunities in language and health equity to develop new initiatives aligned with the Agency’s strategic plan, which addresses health inequities and is intended to improve outcomes.
  • Collaborate with internal and external functions to maintain positive working relationships supporting statewide goals.
  • Ability to act with an inclusion mindset and model these behaviors.
  • Experience influencing without authority; high learning agility.
  • Create presentation materials and deliver high-visibility presentations for external audiences.
  • Proficiency in Microsoft Office, including Word, Excel, and PowerPoint, as well as modern research and data analysis tools.

 
Certification as a Diversity Professional or Diversity Executive or the ability to attain certification within six months of hire.
