STI Data Manager

Purpose of Position/Summary:
This is a contracted position within the Surveillance Program of the Division of HIV/STI/Viral Hepatitis at the Indiana Department of Health.  The STI Data Manager is responsible for maintaining STI data quality within the Division’s surveillance database, NBS.  Incumbent will work with STI programmatic staff and epidemiologists to monitor, clean, and report out STI program and outcome data to federal and state partners.  Incumbent will be responsible for implementing changes to data storage to meet STI programmatic and surveillance needs. Incumbent will work with internal database developers to create processes to pull data and report data quality issues.  Incumbent will also serve as the STI surveillance database subject matter expert for all data integration activities within the division, including integration of STI outcome, programmatic, and funding data.  Incumbent may also be asked to complete ad-hoc data requests as requested by STI programmatic staff. 

General Information:

  • $33.00-$35.00/hour
  • Contracted position (does not include benefits)

Essential Duties/Responsibilities

  • Monitor and identify changes to STI outcome data within the NBS database.
  • Serve as liaison between STI program area and the Indiana Office of Technology.
  • Improve STI outcome and program data quality by identifying gaps in data reporting.
  • Engage STI programmatic staff to understand how programming changes impact data reporting requirements.
  • Deduplicate and identify unique patients/investigations within the NBS database.
  • Lead and facilitate STI data quality meetings with programmatic and surveillance staff.
  • Support NBS administration, including the development of custom fields, forms, measures, and reporting requirements for STI conditions.
  • With the assistance of the STI Epidemiologist, implement statistical analyses appropriate for STI surveillance data analysis.
  • Prepare data for use for STI grants.
  • Standardize protocols relating to STI surveillance data collection and reporting.
  • Provide technical assistance to lab reporting facilities on Electronic Lab Reporting (ELR) data.
  • Engage division epidemiologists to integrate data between STI, HIV, and Viral Hepatitis conditions.
  • Consult and collaborate with other internal and external partners, including but not limited to the Infectious Disease Epidemiology & Prevention Division (IDEPD), Office of Technology and Cyber security (OTC), Office of Data Analytics (ODA), local health departments and other communicable disease areas as requested.

 

Job Requirements:

  • Thorough knowledge of and ability to apply data management principles.
  • Knowledge of SAS, SQL, REDCap, R and other database management skills preferred.
  • Extensive knowledge of epidemiologic investigation methods, study design and protocols, and appropriate analysis.
  • Thorough knowledge of the principles and practices of public health and epidemiology and the ability to adapt and/or develop new guidelines or policies to solve problems and adjust to new requirements. 
  • Extensive knowledge of STIs and HIV as they effect change in the physical, psychological, emotional, and behavioral health.
  • Broad knowledge of HIV, STI, and viral hepatitis prevention, testing, social services, and medical services of the Division.
  • Broad knowledge of federal, state, and local government public health agencies, health care providing institutions, private health care providers, community-based HIV related organizations, and HIV related professional organizations.
  • Ability to communicate effectively verbally and in writing. 
  • Ability to prepare documents, presentations, and reports.
  • Ability to coordinate and maintain effective working relationships with other local, state, and federal agency staff, community advocates, and volunteers. 
  • Passion for serving people living with or impacted by HIV, STIs, and viral hepatitis. 
  • Other duties as assigned.

Education

  • A bachelor’s degree in a relevant field (i.e., epidemiology, informatics, computer science, data analytics) and ≥ 2 years’ relevant public health experience, OR 
  • A master’s degree in a relevant field (i.e., epidemiology, informatics, computer science, data analytics)
