General Description: The Training Specialist II role involves responsible work in organizing and coordinating instruction through comprehensive in-service education, continuing education, training programs, and orientation programs for the Building Construction Services Department based on the findings provided by the QA/QC team member. . Work is performed with considerable independent judgment and initiative and involves management of complex training activities.
Essential Job Functions: Coordinates and administers the ongoing training programs for Building Construction Services staff, working directly with the QA/QC coordinator and Program Manager II Coordinates, administers and monitors the orientation of new BCS employees to division policies, procedures and standards, and develops a training program for new BCS employees Organizes in-house continuing education including the identification of subject matter, course writing, acquiring course approval through various state agencies, presentation of course material and maintenance of course and attendance records. Maintains records regarding licensure and continuing education requirements for all licenses and license holders employed or subcontracted by the Building Construction Service department. Monitors and identifies changes to Florida Statutes and Florida Administrative Code related to required employee licenses and training related to the construction industry. Prepares and delivers and/or facilitates both classroom and field-oriented training programs. Maintains and is responsible for all equipment, materials and supplies related to training. Represents Pasco County and the Building Construction Services department at educational conferences, state and regional meetings related to training and employee licensure, as well as local meetings of construction trade organizations. Coordinates programs with state agencies, educational organizations, and other inspection departments. Identifies educational opportunities provided by outside sources, and assists BCS employees in registration and recording attendance. Provides input and justification of future educational budget requests. Performs related work as required.
Knowledge, Skills and Abilities:
- Ability to develop, coordinate and implement effective educational materials for oral or graphic presentation.
- Ability to prepare and maintain records and reports.
- Ability to effectively communicate with large or small groups using modern media methods.
- Ability to present training content to large and small audiences, both internal employees and the public
- Efficiency in common computer systems such as MS Outlook, MS Excel, MS Word, MS Powerpoint.
- Knowledge of modern practices and methods employed in the building construction services industry.
- Knowledge of laws and regulations governing the building trades.
- Ability to understand, interact with, and instruct others regarding federal, state and local governing bodies, boards and rules related to construction.
Minimum Requirements:
PHYSICAL SKILLS: Ability to communicate effectively using speaking, hearing, vision, and writing skills.
EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Bachelor's Degree in Social or Behavioral Science, Education, Human Resource Management, Information Technology, Management Information Systems or related field. Three (3) years of experience training/teaching, writing and editing and coordinating training materials and activities. Experience creating and editing training content using video editing software. Experience using distance learning capabilities; planning and delivering training remotely over Zoom, MS Teams, Adobe Connect, or other platforms and using their full capabilities for in-meeting surveys, chats, breakout rooms, and other features.
LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license.
