Air Pollution Specialist

The California Air Resources Board (CARB) is spearheading two groundbreaking climate initiatives: the California Corporate Greenhouse Gas Reporting Program, authorized by Senate Bill (SB) 253 (Wiener, 2023), and the Climate-Related Financial Risk Disclosure Program, authorized by SB 261 (Stern, 2023). These programs position CARB at the forefront of climate action, setting new standards for corporate environmental accountability.

The Climate Data and Risk Reporting Branch (CDRRB) is assembling a dynamic team to develop and implement these transformative programs. We are currently seeking two Air Pollution Specialists (APS) to join the Fee and Enforcement Support Section (FESS). This is a unique opportunity to contribute to pioneering climate policies that will have a lasting impact on California's environmental landscape.

About the Fee and Enforcement Support Section (FESS):
FESS is instrumental in:

• Developing and implementing regulations for fee assessments.
• Contributing to the formulation and execution of program reporting and disclosure requirements.
• Maintaining comprehensive databases of businesses subject to program mandates.
• Coordinating with state and federal greenhouse gas (GHG) reporting programs.
• Managing procurement and contracts essential for program implementation and assessment.
• Collaborating with the Enforcement Division and Legal Office to ensure compliance with program standards.

Role and Responsibilities:
As an Air Pollution Specialist in FESS, you will:

• Apply scientific and research expertise to identify and analyze business entities subject to the California Corporate Greenhouse Gas Reporting Program and the Climate-Related Financial Risk Disclosure Program.
• Investigate existing GHG reporting and climate risk disclosure protocols and programs to inform best practices.
• Contribute to the design and development of databases and online program information platforms.
• Develop and manage contracts vital for program implementation.
• Prepare and deliver workshop and meeting presentations to diverse stakeholders.
• Create outreach and educational materials to enhance program understanding and compliance.
• Respond to stakeholder inquiries with clarity and professionalism.
• Some travel may be required.

Qualifications:
The ideal candidate will possess:

• Creativity, strong communication, research and writing skills.
• Ability to work collaboratively within the branch, division, and across other CARB divisions and agencies.
• Proficiency in scientific research and data analysis related to air pollution and climate programs.
• Experience in regulatory development and implementation.
• Familiarity with or interest in GHG reporting and climate risk disclosure protocols.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.? 

Beginning July 1st, 2025, per Executive Order N-22-25, CARB employees will be required to report into office four days a week. 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.

• Requires being stationary, consistent with office work, for extended periods.
• Standard office environment (artificial lighting, controlled temperature, etc.)  
• Daily use of a personal computer, office equipment, and/or telephone.
